GENERAL PURPOSE:

The Transportation Planner I performs technical work in the Planning & Transportation Department including tasks involved in high level transportation planning. Work involves performance of more difficult and complex professional planning work under minimum of supervision and direction. This work is performed under general direction - the incumbent establishes methods and procedures for attaining specific goals and objectives and receives guidance in accordance with broad goals; only final results of work are typically reviewed; work is reviewed periodically through conferences, observation of work, written reports, and adherence to policies and procedures.


Examples of Duties

ESSENTIAL FUNCTIONS:

Coordinate with Transportation Manager regarding the day-to-day activities associated with traffic operations and safety and transportation planning programs.

Coordinate the collection, compilation, data analysis and implementation for a variety of transportation projects and special studies with City staff, outside agencies, and consultants.

Prepare clear, sound, accurate, and informative traffic and other transportation planning reports and studies containing findings, conclusions, and recommendations.

Prepare public notices, letters, maps, charts, tables of limited complexity; create documents, applications and materials in ADA compliant format.

Serve as a staff liaison to the Transportation Advisory Board (TAB); attend and gather input at pPublic community meetings regarding transportation or planning projects.

Ensure compliance with federal, state, and local laws, regulations, codes, and/or standards related to transportation planning and traffic coordination.

Coordinate special events to highlight multi-modal transportation options within the City of Winter Park and the surrounding area.

Perform research related to transportation engineering and related concerns from various sources including but not limited to records, maps, plans, and various other sources and prepare regular and special reports.

Assist with the creation and implementation of the City of Winter Park Transportation Master Plan.

Develop traffic models and traffic studies and recommendations or plans for the placement of traffic control devices, including signing and pavement markings through collection and analysis of traffic flow and control data using various methods of data collection such as automatic and manual vehicle traffic counters, field inspection, bicycle and pedestrian crash data, camera footage, and vehicle crash data.

Compile and analyze traffic data by computer or manually, such as turning-movement counts, traffic volume counts, high-hazardous locations, projected traffic counts, feasibility reports, accident report data, traffic signal timing, speed studies, multi-stop and signal warrants.

Collect and analyze engineering data for streets, curbs, sidewalks, signs, pavement markings, and parking lots. Conduct field surveys, inspections, and transportation/traffic-engineering investigations; enter compiled data in computer for manual or automated analysis.

Prepare, review, and inspect or assist in the preparation, review and inspection of maintenance of traffic plans (MOT), preliminary and finaltraffic?plans, preliminary cost estimates, and specifications.

Create drawings and future visions of traffic calming features, roadway alignments, and sidewalks using computer aided drafting and design (CADD) software.

Prepare traffic signal, signage and pavement marking layouts.

Coordinate with various departments, including Police, Fire and Emergency Services, and outside entities, such as schools and contractors on traffic issues, as needed and assigned.

Assist in maintaining traffic related records and inventories such as: no parking zones, speed zones, traffic counts, turning movement counts, accident records, traffic signal, pavement marking, signage, school crossing layout plans.

Receive and investigate citizen complaints regarding traffic issues, residential parking, and speeding.

Perform other work as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of local government structure and operations, research methodology, statistical analysis and evaluation of research data; federal, state, and local laws and funding mechanisms related to transit and transportation.

Knowledge of the principles, practices, and objectives of multimodal transportation planning, including the analysis of data and preparation of planning reports and studies.

Knowledge of current literature, trends, and developments in vehicular, bicycle/pedestrian, multimodal, environmental, and urban/regional transportation planning.

Knowledge of and experience in preparing and submitting grant applications.

Knowledge of and experience with transportation impact analyses, mobility simulations, planning/evaluation of long-range transportation needs, and examining, designing, planning, and managing multimodal transportation systems are highly desired.

Knowledge of principles and practices of research and data collection.

Skill in the use of computer hardware and software programs, which may include, but not limited to, AutoCAD, Civil 3D, Synchro, Microsoft Office, Adobe, , Novus Agenda, WebGIS, Google Maps and related software.

Skill in problem-solving skills to gather relevant information to solve vaguely defined practical problems.

Skill in the operation and maintenance of data-collection instruments, apparatus, and devices.

Ability to research and complete complex planning studies, data collection, and formulation of recommendations based upon such studies.

Ability to review plans and to interpret and apply provisions of the ordinances and codes to determine compliance with such regulations and to apply regulations to field conditions.

Ability to maintain safe working conditions and utilize proper PPE in the field.

Ability to maintain focus and flexibility with frequent interruptions; ability to follow up and monitor status of ongoing projects.

Ability to complete tasks in a timely manner, multi-task, organize work load, meet deadlines, follow-up and take tasks to completion.

Ability to establish and maintain effective relationships with employees, supervisors, city officials, and the general public.

Ability to communicate information tactfully and impartially, both in person and in writing with all staff, city officials, and the general public.

Ability to demonstrate proficiency in the City of Winter Park Core Competencies.

Ability to understand and follow oral and written instructions and keep accurate records.

This position is performed with detailed knowledge - the incumbent has a thorough understanding of nearly all information in relevant source documents and is considered an expert in a particular subject field.


Typical Qualifications

MINIMUM QUALIFICATIONS:

Bachelor's degree in a field of Engineering, Transportation Planning, Traffic Engineering, Environmental Science, Geography, or Urban and Regional Planning supplemented by a minimum of six years of progressive experience in the field of Transportation Planning and Traffic Operations.

CERTIFICATIONS, TRAINING, SPECIAL REQUIREMENTS:

NOTE:All certifications must be current at the time of application, and must be maintained as a condition of continued employment.

Possess and maintain a valid State of Florida Driver License, Class E or higher.

Must possess FDOT MOT Intermediate or Advanced Certification.

An equivalent combination of education, training and experience, which provide the necessary knowledge, skills and abilities and other competencies required for the position may be considered.

OTHER REQUIREMENTS:

Physical

This is medium work requiring the exertion of 50 pounds of force occasionally, up to 25 pounds of force frequently and up to 10 pounds of force constantly to move objects; work requires climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, and grasping. Work requires sitting at a keyboard for extended periods.

Ability to traverse about an ADA accessible office setting, with or without reasonable accommodation.

Environmental

Tasks may require infrequent exposure to adverse environmental conditions including inclement weather, sun, extreme temperatures, odors, dirt and dust, loud noises, and hazardous chemicals, etc.

Sensory

Tasks require the manipulation of objects and demonstration of small, precise movements, the ability to detect and distinguish various features of one's surroundings, and the ability to effectively communicate and exchange information with others.
