Job Title: Construction & Fiber Network Operations Specialist

Location(s): San Diego, OK



Position Summary:
This position plays a key role in the design, construction, and maintenance of Hybrid Fiber Coax (HFC) and fiber networks to deliver high-speed voice, video, and data services to residential and commercial customers. The ideal candidate will have strong experience in network construction, coordination with utilities and contractors, and the ability to ensure timely delivery of construction and fiber-related initiatives. This includes managing ECR tickets, analyzing customer impact, and tracking performance metrics.

Key Responsibilities:
Construction Operations


  • Construct, rebuild, and maintain aerial and underground HFC and fiber networks.
  • Install strand placement, grounding, bonding, guy and anchor installations ensuring compliance with GO05, GO198, NESC, NEC, and company specs.
  • Coordinate joint trench projects, permitting processes, and ROW applications with utility companies and municipalities.
  • Perform emergency repairs to aerial and underground lines, splicing electronic and fiber optic components.
  • Inspect contractor work, trench depths, and placement of facilities to ensure alignment with design standards.


Planning & Design Support

  • Assist with or lead field engineering surveys for proposed residential and commercial network projects.
  • Provide cost estimates for labor, materials, and construction; prepare and track budgets.
  • Maintain and update project workflow databases, schedules, and construction prints.
  • Coordinate and support large projects (e.g., node segmentation, road widenings, DOT coordination).


Fiber Operations & Ticket Management

  • Ensure all Enterprise Change Request (ECR) tickets involving fiber-impacting activities are accurately created, tracked, and dispositioned.
  • Analyze and document service-impacting alarms and outages; generate customer impact reports.
  • Support timely splicing and activation of fiber circuits in alignment with internal processes and SLAs.
  • Generate and maintain monthly scorecards to track ticket handling, response quality, and areas for improvement.


Administrative & Support Functions

  • Use tools such as Oracle and GIS-based mapping systems to manage inventory, BOMs, purchase orders, and street release forms.
  • Release addresses as serviceable, reconcile project assets, and close-out tasks in databases upon completion.
  • Coordinate payment and invoicing for contractors, including tracking capital expenses and make-ready costs.


Required Qualifications:

  • High School Diploma or GED required; associate degree or technical certification preferred.
  • 3-5 years of experience in telecommunications construction, fiber operations, or a related field.
  • Strong working knowledge of HFC and fiber networks, construction standards, and permitting processes.
  • Familiarity with civil engineering drawings, DOT requirements, and utility coordination.
  • Proficient in Microsoft Office Suite and enterprise tools (e.g., Oracle, AutoCAD, GIS platforms).
  • Strong problem-solving skills; ability to work independently under general supervision.
  • Excellent communication and organizational skills; ability to coordinate across internal teams and external partners.


Preferred Skills:

  • Experience with CWDM/DWDM technology and fiber troubleshooting.
  • Knowledge of Company construction specifications and regulatory standards.
  • Experience in virtual estimating, cost forecasting, or ROW acquisition.
  • Ability to manage large-scale upgrade or fiber expansion projects using internal and third-party resources.


Work Conditions:

  • Field-based and office-based hybrid role.
  • May involve physical work in outdoor environments (lifting, climbing poles, trenching).
  • Travel to multiple job sites and coordination with various external stakeholders.
