Summary: The Public Health (Psychological Health Campaigns) SME IV will support the Department of Defense - Defense Health Agency (DHA).
Responsibilities
Essential Job Functions:
- Shall produce new RWC campaign content across multiple communication channels (e.g., print, digital, social media, etc.) in a variety of formats (e.g., brochures, pamphlets, posters, videos, public service announcements, paid media advertisement, etc.) targeting active duty service members, family members, medical providers, commanders, and others as directed.
- Campaign content will amplify key themes and will generally (with some exceptions) relate to the RWC's focal content areas.
- Campaign content will include (but is not limited to) the development of high-quality video and audio products.
- Campaign content must be relevant to the target audience, reflect the diversity of the DoD community, demonstrate currency (e.g., images/videos of service members should feature service uniforms authorized at the time of production), integrate material related to the lived experience of military members, and advance the aims of the RWC.
- RWC materials and products will leverage and amplify messaging from other public psychological health campaigns, will include the 988 Suicide & Crisis Lifeline, the Veterans Crisis Line and toll-free telephone number of the Psychological Health Resource Center to promote help-seeking, and will maintain compliance with section 508 of the Rehabilitation Act of 1973 (as currently amended and as may be amended in the future).
- The contract will produce, disseminate, and manage content across a wide range of web, digital, and social media platforms (to include emerging technologies) to maximize the reach of RWC messaging.
- The format and dissemination methods most appropriate for materials will be determined in coordination with the RWC Action Officer (AO).
- Annually, the government (in consultation with the contractor) will estimate the number of new materials or products to be developed during each period of performance. The number of materials or products to be developed may be adjusted as necessary but will be feasible and sufficient to support RWC aims.
- Deliver robust product lifecycle management services to ensure currency and accuracy of all RWC materials and products.
- Maintain a comprehensive list of all publicly available RWC products, to include RWC articles, infographics, videos, multimedia products, hard copy campaign materials, and all included active links, across all types of content and platforms (website, social media, etc.).
- Develop a plan for lifecycle management of all campaign materials and execute a sustainable review, update, and archive process at least annually to ensure that campaign materials are technically accurate and reflect the most up-to-date information available. All validated deficiencies are corrected within one week of being identified.
- Review the RWC website at least annually and all links reviewed at least quarterly and each time there is a health.mil system update to ensure that content is current and accurate, and that links are active. All validated deficiencies are corrected within one week of being identified.
- Produce and deliver quarterly a Campaign Content Review Report that includes (for each content item) the date of release, the date of most recent review, total product views/downloads, a recommendation to update, remove or replace, and the rationale for the recommended action.
- Perform other duties as needed.
Qualifications
Necessary Skills and Knowledge:
- Excellent understanding of evidence-based approaches in military behavioral health communication.
- Exceptional written and verbal communication skills with the ability to explain complex mental health topics to non-clinical audiences.
Minimum Qualifications:
- Minimum of a graduate degree in public health education, health science, health communication, social and behavioral science, or a related field.
- Minimum ten (10) years of professional experience with three (3) years of experience conducting public health outreach and education.
- Ability to pass an employment background check.
Preferred Qualifications:
- A doctoral degree (Ph.D. or DPH) in the fields with experience in psychological health outreach and education is preferred.
- Experience with military health or public health campaigns.
- Familiarity with Defense Health Agency operations and mission.
