Overview

We are seeking a Government Project Accountant to manage the finances on a government contract ensuring compliance with governmental and accounting regulations. Responsible for maintaining project accounting records and examining, analyzing and interpreting data for the purpose of reporting to management. The role involves budgeting, performing plan versus actual analysis, establishing indirect rate pools, financial reporting, and overseeing the proper allocation of costs to the final cost objectives in accordance with contract requirements.



Responsibilities

Core Responsibilities:

    Manage all aspects of Project related activities, including but not limited to: Adding, tracking, and closing line items. Reviewing customer project numbers for correct location coding.
  • Manage the financial aspects of a government-funded project and ensure budget adherence to include accurate record-keeping and that all allowable costs are properly allocated to the appropriate final cost objective.
  • Monitor and prepare weekly reports distributed to supervisors and managers.
  • Monitor, prepare, and update all Labor Cost Tables and Billing Rate Tables in software as needed.
  • Provides financial interpretation and guidance to management personnel.
  • Prepare and submit monthly invoices in the format required by the contract to the client ensuring that hours and billing rates for the period are correct. Track open commitments
  • Assist in preparing annual indirect rate pools and contract billing rates to ensure all costs and staff are accounted for. Monitor rate pools monthly and reports over or underapplied dollars to management.
  • Prepare and submit the annual Incurred Cost Submission on or before the deadline.
  • Track project costs and ensure that funds are used in accordance with contract terms and conditions.
  • Reconcile project accounts and provide project analysis for a government project monthly.
  • Assist in preparing for audits and working with government auditors as needed


Qualifications

Education and Experience:

  • Bachelor's degree in Accounting, Finance, or related field.
  • 8+ years of professional developmental experience.
  • Proven experience in government project accounting or similar roles.
  • Proficiency in accounting software (e.g. Deltek Vision is a bonus).
  • Strong understanding of government funding and financial regulations to include the Federal Acquisition Regulations (FAR) and Cost Accounting Standards (CAS).
  • Knowledge of preparing and submitting Incurred Cost Submissions to the government.
  • Excellent attention to detail and organizational skills.
  • Knowledge of GAAP and GASB standards, particularly for government entities.

Travel

Will be required to travel when required to meet with management, clients, and teaming partners in Morgantown, WV and Pittsburgh, PA NETL facilities.
