Responsibilities
The Regional ECP Program Manager will be responsible for overseeing export control activities and collaborating closely with regional subject matter experts. This role requires strong coordination with the Keysight Global Logistics Export Control regional teams to ensure alignment with the company's global strategy. Operating within a U.S.-based multinational framework, the manager must interpret and apply U.S. export control regulations-including their extraterritorial implications-while ensuring compliance with corresponding regional laws and requirements. This position will require an understanding of international trade regulations and experience in general trade compliance administration. It also requires a demonstrated ability to support trade control processes, training, and guidance. Main Responsibilities include:
- Regional ownership of export regulations (US and local country)
- Collaboration at the local country level with the export experts to fully understand to be able to interpret country specifics - relationship management is key
- Drive ITAR/EAR awareness and accountability
- Cascade communication effectively into regions
- First line of contact for regional RPL Screening and knowledge of what and when to escalate
- Consulting on deals coming in from the Sales team and involving different countries
- Escalation management on export holds from a transactional perspective
- Knowledge of regional and U.S. licensing (IVL) requirements
Specific Responsibilities include:
- Provide guidance to the businesses and EC Regional team on Export Control requirements as it pertains to Keysight shipments, including Directorate of Defense Trade Controls (DDTC)/International Traffic in Arms Regulations (ITAR) and Bureau of Industry and Security (BIS) requirements.
- Work with the EC Regional team to ensure trade processes are compliant from a global perspective.
- Partnership with the EC Regional team to analyze the impact of changes in export control within the region.
- Document and maintain export processes.
- Must maintain strong global networks and up-to-date knowledge of export regulations across multiple jurisdictions.
- Work with businesses within Keysight to learn new products and technology, and how that applies to the global trade regulatory environment globally.
- Engage with key manufacturing centers around the world to understand the technology and manufacturing processes that impact the import and export requirements of products.
- Provide training awareness to the Keysight businesses, R&D, manufacturing on export control requirements and procedures related to both BIS/EAR and DDTC/ITAR regulated activities.
- Support Corporate ECP and legal investigations, audits, and risk assessments as necessary.
- Support Corporate ECP export control development projects as needed.
- Implement best practices.

Qualifications
Bachelors in International Relations, Economics, Logistics, or similar degree with 5+ years of experience Strong Knowledge of Export Control Strong Organizational Skills Excel/Smartsheets Process Documentation Experience International Environment Experience a plus This position can be performed from anywhere within the US Pay Range:
The level of role will be based on applicable experience, education and skills; Most offers will be between the minimum and the midpoint of the Salary Range listed below.
