Qi2 is currently seeking qualified candidates for the role of Lead Military Personnel Specialist in response to a competitive government proposal. All positions are contingent upon contract award.

Job Title: Lead Military Personnel Specialist


Position Overview:

Quality Innovation, Inc. is seeking a Lead Military Personnel Specialist to oversee and conduct administrative and personnel services for military members, their families, civilians, and contractors. This position ensures the accurate and timely processing of personnel actions while also providing team leadership, quality control, and liaison functions with clients. The ideal candidate will merge exceptional customer service skills with expertise in personnel systems and leadership experience to guarantee consistent delivery of high-quality support services.

Duties and Responsibilities:

Team Leadership & Oversight:

  • Supervise, train, and mentor Military Personnel Specialists, ensuring compliance with Standard Operating Procedures (SOPs) and customer service standards.
  • Monitor workload distribution, track team performance, and ensure all products, reports, and deliverables meet required suspense dates and quality expectations.
  • Serve as the primary point of contact for government stakeholders on all personnel services-related matters.
  • Coordinate with leadership on staffing, resource allocation, and procedural updates.
  • Lead daily team operations, including task assignments, resolution of routine personnel service challenges, and escalation of complex issues to government or corporate leadership

Personnel Support Services:

  • Deliver exceptional customer service to Armed Forces personnel, family members, civilians, and contractors.
  • Advise customers on eligibility requirements and process applications accordingly.
  • Generate products and documentation using Microsoft Office tools, including Word, Excel, and PowerPoint.
  • Perform tasks related to:

    • Personnel accounting and IPPS-A support
    • Soldier Readiness and Reassignment Processing
    • Personnel Actions, Promotions, and Transition Processing
    • In/Out-Processing and Retirement Services
    • Casualty Assistance and Manning support


  • Ensure tasks are carried out according to established SOPs and Army regulations, making simple adjustments where necessary.



ID Card Operations (Alternate Role):

  • Serve as an alternate ID card operator, performing all required functions to issue CACs, Teslin, Geneva Convention cards, ID tags, and related credentials.
  • Verify eligibility documentation and ensure compliance with DEERS/RAPIDS procedures.



Qualifications:

  • High School Diploma or equivalent required; Associate's or Bachelor's degree preferred.
  • Minimum of 3-5 years of experience in military human resources or administrative support; at least 1-2 years in a supervisory or lead role.
  • Prior military service or extensive familiarity with Army HR systems and practices is strongly preferred.
  • Demonstrated experience with customer service delivery in a personnel or military support environment.
  • Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint).
  • Strong verbal and written communication skills with the ability to communicate effectively at all organizational levels.
  • U.S. citizenship and eligibility to obtain a DoD CAC if required.



Preferred Skills:

  • Experience with IPPS-A and DEERS/RAPIDS systems.
  • Familiarity with Army HR regulations, forms, and automated personnel systems.
  • Knowledge of Soldier Readiness Programs, Transition Services, and Military Personnel File maintenance.
  • Demonstrated ability to lead and manage high-performance teams in a government or military setting.
