Job Description

JOB SUMMARY

The Procurement Operations Manager is responsible for overseeing procurement activities, vendor processes, and key cross-functional initiatives to drive operational efficiency and alignment across the Heilind, ICC, and occasionally DB Roberts business units. This role ensures consistency in procurement practices, supports strategic objectives, and leads efforts to optimize systems and vendor engagement.

ESSENTIAL DUTIES AND RESPONSIBILITIES: Other duties as assigned.



  • Serve as the primary point of contact for Procurement tariff coordination, including implementing customer and supplier solutions.
  • Lead procurement-related initiatives focused on system integrity, reporting, ERP readiness, and strategic sourcing. (E.g. Reporting project to determine all reports)
  • Develop and manage onboarding processes for new vendors, including EDI integration and documentation standards.
  • Oversee the creation, maintenance, and content development of the Procurement SharePoint site, including form tracking and initiative management.
  • Act as a super-user and subject matter expert (SME) for Power BI, supporting dashboard enhancements and user interface optimization.
  • Analyze procurement metrics and trends to identify root causes and drive corrective actions.
  • Lead or contribute to cross-functional projects in collaboration with teams across finance, operations, IT and compliance.

Requirements

EDUCATION/EXPERIENCE:



  • Bachelor's degree in Supply Chain Management, Business Administration, Finance, or related field, or equivalent work experience
  • Minimum of 7 years of progressive experience in procurement or supply chain management,
  • At least 3 years in a leadership or managerial role.
  • Industry experience preferred.
  • Proven experience with ERP systems (e.g., SAP, Oracle) and procurement analytics tools.



Preferred Certifications:

Certified Professional in Supply Management (CPSM)

Certified Supply Chain Professional (CSCP)

Chartered Institute of Procurement & Supply (CIPS)

Project Management Professional (PMP)

SKILLS AND REQUIREMENTS:



  • U.S. Citizenship required due to contractual obligations with ICC's naval agreements.
  • Strong time management and organizational skills; ability to handle multiple priorities.
  • Advanced critical thinking and problem-solving capabilities.
  • High emotional intelligence and the ability to effectively manage difficult conversations or situations.
  • Excellent interpersonal and communication skills with a collaborative mindset.
  • Strong knowledge of procurement principles, policies, and best practices.
  • Understanding of the operational similarities and differences across Heilind, ICC, and DB Roberts business units preferred.
  • Demonstrated ability to lead cross-functional teams and initiatives.
  • Organizational and project management.
  • Proficiency in Microsoft Office Suite, Power BI, SharePoint, Telnet, and ERP systems.
  • Critical thinking and problem-solving.
  • History of driving procurement process improvements, achieving cost savings, and maintaining compliance.



PHYSICAL REQUIREMENTS:

While performing the duties of this job the employee is often required to stand, sit, use computers, read, write, type, use copy machines, file paperwork, use telephones, and utilize written and oral communication to interact with clients, co-workers, and customers.
