Launch Budget Support Analyst (ESS-FS)

Clearance Required: TS/SCI
Position Type: Full-Time | Financial Analyst

The Launch Budget Support Analyst provides comprehensive financial and programmatic support to the Office of Space Launch (OSL), integrating budget planning, execution, and analysis across multiple divisions, contracts, and interagency stakeholders.

Key Responsibilities:
  • Deliver Program Budget Analyst (PBA) support for all OSL divisions and operating locations.

  • Perform obligation and expenditure analysis, EAC evaluations, and spend plan forecasting.

  • Provide financial oversight of OSL appropriations, including FTO/FFO transactions and external contracts.

  • Draft and process funding documents (RCAs, FTOs) in compliance with fiscal law and NRO directives.

  • Support Earned Value Management (EVM) assessments, EAC development, and CDRL compliance.

  • Utilize NRO financial systems such as NEXT, FIRsT, NEAR, NFIS, TALON/STAR, EARL, GEAC, FIT, and TIER.

  • Ensure compliance with the Chief Financial Officers Act, CAP policy, GAAP, and other financial regulations.

  • Coordinate with CAPCOs, BPO/FIN analysts, and technical leads for accurate cost reporting and validation.

  • Support inter-branch analysis and strategic reporting for senior OSL leadership.

Required Expertise:
  • In-depth knowledge of DoD appropriations law (ADA, Bona Fide Need Rule, Misappropriation Act).

  • Experience with NRO fiscal policies, tools, and reporting structures.

  • Proficiency with Microsoft Office and government-provided financial software.

  • Strong analytical skills with the ability to integrate technical and financial data.
