To succeed as the Environmental Manager, you must have:

  • A bachelor’s degree in Environmental Science, Engineering, Physical Sciences, or a related technical field (Master’s or legal degree preferred).
  • A minimum of 10 years in environmental regulatory roles, including 5+ years in leadership within the refining or petrochemical industry.
  • Solid knowledge of environmental regulations (CAA, CWA, RCRA, Title V, TCEQ), permitting processes, ISO 14001, and compliance program implementation.
  • Proficiency in risk management, incident investigation, and regulatory reporting; ISO 14001 and legal audit experience preferred.
  • Fluent in English (Spanish a plus); must be able to travel as required for regulatory or corporate engagements.

 

Environmental Manager’s responsibilities will include:

  • Implement and maintain the Environmental Management System aligned with Pemex and ISO 14001 standards while ensuring compliance with federal, state (TCEQ), and local environmental regulations, including CAA, CWA, and RCRA.
  • Oversee environmental reports development, submission, and accuracy (e.g., TRI, Title V, GHG, TPDES) and lead permitting processes in coordination with agencies like the TCEQ and EPA.
  • Direct site-wide environmental programs—air, water, waste, spill response, and pollution prevention—while managing a team of supervisors, staff, and contractors.
  • Partner with operations and engineering to embed compliance into MOC and PSSR processes and lead environmental training to ensure workforce awareness and readiness.
  • Monitor environmental performance, lead continuous improvement efforts, and serve as the primary environmental contact for inspections, audits, and high-profile regulatory or public engagements.

PEMEX Deer Park is a highly complex refinery located 18 miles east of Houston in Deer Park, TX. It is part of the Pemex group, a fully integrated oil company in the Americas, working across the entire value chain: exploration, production, industrial processing/refining, logistics, and marketing. The refinery’s rated capacity is 340,000 barrels per day, and it has the feed flexibility to process multiple grades of crudes to produce the high-quality transportation fuels the world needs. The Pemex site is co-located with other 3rd party chemical facilities, allowing for further integration and optimization of the refinery and its products.
