I. JOB OVERVIEW


Job Description Summary:
The Division of Safety and Operations ( DSO) is responsible for providing a variety of safety and operational services to the GW community. Our mission is to enhance our campus communities by providing quality operational services that support GW's academic mission.

The Associate Vice President, Campus Safety reports directly to the Vice President of Safety and Operations and provides strategic direction for the university's comprehensive public safety and resilience efforts. In this capacity, the AVP leads the Department of Campus Safety, University Resilience-which encompasses Environmental Health and Safety, Emergency Management, and Sustainability-alongside the Office of Advocacy and Support, GWorld operations, and the George Washington University Police Department ( GWPD).

In close collaboration with senior leadership, students, faculty, staff, and external partners such as local law enforcement and emergency responders, the AVP ensures that all plans, programs, procedures, and training related to campus safety are thoughtfully designed, consistently implemented, and regularly updated. By fostering strong relationships across the university community and offering expert technical guidance when needed, this role is essential to maintaining a safe, resilient environment in which teaching, research, and student life can flourish.

Specifically, areas of responsibility include:

  • Conducts strategic planning for the GW Campus Safety program and coordinates with members of the GW community on its goals and objectives;
  • Creates, reviews, implements, and enforces University safety and security guidelines while ensuring compliance with applicable federal, state, and local laws and regulations;
  • Recruits and develops resources to support efforts of safety and security while adhering to GW values and promoting safety as the critical service standard; Provides strategic guidance while understanding tactical support needed for campus police to include investigative patrolling and community policing; Builds and fosters an environment that supports community policing to include creation of relationships with students, staff, faculty, and the surrounding community that enhance the student experience and overall culture at GW;
  • Develops programs that promote and enhance the student experience for safety and security, including training and resources for emergencies, and residence hall safety and security;
  • Develops and maintains working relationships, operational partnerships, and service agreements with relevant federal and DC agencies and non-governmental organizations such as: the US Secret Service, US Department of Homeland Security Office of National Capital Region Coordination, DC Metropolitan Police, DC Homeland Security and Emergency Management Agency (HSEMA), DC Fire and EMS Department, Washington Metropolitan Area Transit Authority (WMATA), World Bank, International Monetary Fund (IMF), Consortium of Universities of the Metropolitan Washington Area, Greater Washington Board of Trade, and others. Coordinates GW's overall operational emergency response and provides round- the-clock, on-call coverage for this purpose;
  • Ensures appropriate safety and security measures are enacted for events at the University, including university events such as graduation as well as regional events that may impact the University campuses;
  • Provides proactive leadership to University offices that are operationally relevant to safety and security functions at the University (e.g. Student Affairs, insurance risk management, facilities, etc.);
  • Supports survivors of sexual assault, intimate partner violence, and stalking by incorporating trauma-informed practices into safety and security procedures among other initiatives;
  • Oversees GWorld, which provides university identification, access to meal plan and Campus Cash accounts as well as university facilities;
  • Supports the University in integrating campus safety principles into new construction, additions, and other GW building and program expansion efforts;
  • Partners with Facilities Management to regularly monitor all campus facilities for necessary safety and security-related repairs;
  • Leverages technology solutions to enhance safety and security by identifying, resourcing, and implementing best of breed solutions;
  • Develops and utilizes a communication protocol that integrates all appropriate communication methods (including social networking and other emerging media) to develop and maintain relationships with students, faculty, staff, and external partners so as to raise awareness of and participation in GW's Campus Safety program, and as a possible means of communication during emergencies;
  • Provides regular and timely briefings to GW leadership and administrators on critical programs, concerns, or objectives;
  • Coordinates GW's Campus Safety program with crisis management efforts at surrounding facilities, such as the GW Hospital;
  • Provides overall management of a large division to include fiscal and human resource management and ensuring appropriate resources for talent, tools, and infrastructure are in place to support the business;
  • Engages with student leadership via the Campus Safety Student Advisory Board; and
  • Engages with students, faculty, staff and broader community via the Community Safety Advisory Committee and ensures the principles and mission of the committee are met.
  • Provides coaching and professional development opportunities for staff and utilizes the University's performance review process;
  • Engages in policy discussions, institutional development, and strategic planning with various board members and University leadership; and
  • Adheres to University and unit-level policies and procedures and safeguards University assets.


Performs other related duties as assigned. The omission of specific duties does not preclude the supervisor from assigning duties that are logically related to the position.
Minimum Qualifications:

Qualified candidates will hold a Bachelor's degree in an appropriate area of specialization plus 10 years of relevant professional experience, Master's degree, or higher, in a relevant area of study preferred. Relevant experience must include at least 4 years of senior leadership/executive level experience. Degree must be conferred by the start date of the position.

  • Knowledge of federal and state laws, rules, and regulations that affect a multi- faceted institution of higher education;
