Purpose

This position supervises a team of multiple disciplines, such as coordinators, assessors and intake staff who support those with intellectual and developmental disabilities live the lives they prefer, where they are respected, empowered, and free from abuse, neglect and exploitation.

Responsible for internal quality management to include staff procedures for conducting internal audits of each waiver review type and workflow as well as regular monitoring.

This important work can include, collaborating and consulting with New Mexico Health Care Authority on regulations and practices to support person-centered services, medical and quality assurance

Education

MSW, LCSW, registered nurse, licensed therapist, and other medical/behavioral degrees

Project management, medical technology, public/health administration and legal education may be considered

Credential Requirements

CCM, PMP - Preferred

Possess current and active licensure or certification in a health or human services discipline with a legal scope of practice that permits independent assessment. - Preferred

Years of Experience in Related Field

5 years of experience

* Working with Intellectual and Developmentally Disabled (IDD) persons and/or programs as well as experience with behavioral health and/or physical clinical setting experience may apply

* Project management experience or education

* Working with at risk populations

2 years of supervisory work experience

Specialized Knowledge, Skills, and Abilities and/or Competencies

Experience with utilization review, case management or other medical/behavioral health management experience) preferred

Demonstrated leadership ability within a team, including management of personnel, meeting targets, and facilitating process improvement efforts.

Can effectively conduct a HCBS assessment including individual strengths precipitating events, including health and safety risks to self or others (vineland)

1915c waiver case management experience

Competent in gathering histories of mental and physical health and/or substance use, and criminal justice system

Proficient in developing treatment plans and safety plans

Knowledge of NM Medicaid

Leadership Competencies

Delivers, or ensures delivery, of initial orientation and training (including review of direct reports' job descriptions), plus on-going training.

Ensures availability of procedures, technology, and other resources necessary to conduct work activities; provides subject matter expertise as applicable.

Provides timely, continuous recognition and feedback using objective, job-related data, and observations (including documented performance appraisals); timely initiates performance improvement opportunities in alignment with Comagine Health policy and practice.

Develops and monitors professional development goals and objectives; assigns work and delegates authority appropriate for established, job-related duties, responsibilities, and qualifications.

Typical Job Duties and Responsibilities

Provides operational supervision of assessors, clinical reviewers, coordinators and support staff who are assigned to HCSB reviews and assessments to determine eligibility and appropriate HCBS services

Serves as an escalation point to assess and resolve challenging situations, and reports issues to appropriate management.

Provides subject matter expertise on contractual provisions and relevant regulations to team members, plus initial response to client requests and inquiries, in collaboration with Director.

Collaborates with management to ensure timely completion of contracted deliverables and other operational activities.

Collaborate and interact on a regular basis with care coordinator and clinical review support staff

Conducts ongoing personnel responsibilities, including but not limited to, performance evaluations, addressing performance issues, timecard, and expense authorizations, etc.

Engages in quality assurance and quality improvement activities, including but not limited to summary assessment audits, review of quality and timeliness reports, and other program support as assigned.

Ensures that Director or designee is informed in a timely manner regarding significant operational issues,

performance measures, complaints/grievances, compliments, quality management initiatives, staffing

concerns, and other relevant topics

Apply NM Medicaid/HCA program criteria and contract requirements to workflow and practices

Participate in team meetings and conduct individual supervision with team members.

Administer new hire onboarding activities and training, as assigned

Anticipated travel and/or use of personal vehicle for business purposes.

Occasional, Moderate, Frequent, per contract requirements

Compensation Range: $70,000 - 85,000.
