OPERATIONS SUPERVISOR, TRACY AREA INTERNAL OPPORTUNITY ONLY Deadline: 12:00 noon, Monday, June 2, 2025 Annual Salary (Steps): Step I: $135,601.84 Step II: $143,578.42 Step III: $159,531.58 MINIMUM QUALIFICATIONS Experience: Any combination of education and experience which would likely provide the necessary knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Minimum of five (5) years progressively responsible experience in one, or a combination of: hydroelectric generating plants, pumping plants up to 22,500 hp; high voltage switching and clearances in pumping & generating plants. Experience in substations or switchyards of up to 230kv may be substituted for 2 years of the required experience. At least two (2) years of qualifying experience either as shift supervisor or independently in charge of the operation and control of a remote Hydro-Electric or similar power generation facilities. License/Certificate/Registration Requirement: Driver License: Possession of a valid California Class C Driver License may be required at the time of appointment. Failure to obtain or maintain such required license(s) may be cause for disciplinary action. Individuals who do not meet this requirement due to a physical disability will be considered for accommodation on a case-by-case basis. Possession and proof of a driving record free of multiple or serious traffic violations or accidents for at least two (2) consecutive years. The driving record will not contribute to an increase in the Authority's automobile rates. Abbreviated Job Description: Under the direction of the Operations & Maintenance Manager, provides material requirements such as historical data, technical support and supplies, and supervises employees engaged in operations associated with the Jones Pumping Plant (JPP), O'Neill Pump/Generating Plant, Delta Mendota Canal/California Aqueduct Intertie Pumping Plant (DCI), Delta-Mendota Canal and wasteways, JPP Intake Channel, Tracy Domestic Water Treatment Plant, and related facilities. Coordinates operations, maintenance and testing with various government agencies, Member Agencies, and other Departments within the Authority. Performs related work as required. Examples of Duties: * Plans, assigns, directs and supervises Control staff; develops work schedules; assignments; reviews daily, weekly and monthly Operations reports * Analyzes and evaluates operating interruptions * Ensures safe clearance procedures are observed; reviews and makes recommendations for updates/revisions to the standard operating procedures, standing operating orders, and facilities hazardous energy control program * Oversees on-the-job-training for Apprentice Control Operators participating in the DWR Apprenticeship program * Coordinates all major repairs or testing with various agencies and internal divisions * Evaluates and analyzes equipment malfunctions; uses initiative and independent judgment to recognize unusual or dangerous operating conditions and direct corrective actions as needed * Monitors the proper operation and maintenance of the domestic water system at the Tracy Field Office * Prepares and issues safety clearances to place equipment in a safe condition for maintenance and repair activities * Provides instruction, guidance, coordination and supervision to Control activities * Prepares written and oral presentations, informational summaries of actions, distributes internal communications and attends organizational meetings * Monitor and control water conveyance systems including the scheduling of water orders and canal gate changes * Works irregular hours and responds to emergencies * Lead the HECP Training Program * Handle interaction and coordination with local law enforcement and USBR * Manage and maintain annual outage schedule for JPP/OPP/DCI * Monitor and track required SWRCB certifications of control operators * Manage the PM program for DCI, JPP, and OPP * Work with O&M Manager and Safety officer to create an annual staff training program specific to operational duties. * Manage operation staff trainings Knowledge of: * Principles, methods and practices of used in large water and irrigation system operations with large pumping and generation plants * Principles, methods and practices used in communications, control equipment installation, maintenance and construction work * Rules, regulations and codes applicable to Authority operations * Authority policies, rules, regulations and procedures * Work safety standards and requirements * Principles of budget development and expenditure control * Principles of supervision, training, and management * SWRCB rules and regulations for water treatment facilities * Wonderware (Aveya supervisory controls) or similar SCADA systems. * Operating control systems (SCADA) for Authority facilities and the Delta-Mendota Canal * Experience with programmable logic controllers (PLCs) and other digital control systems Ability to: * Apply functional characteristics and operating principles of large pump and generating plants and auxiliary machinery, busses, switches, control circuits, valves, checks, reservoirs, spillways, metering and other water control devices * Apply fundamentals of electricity, hydraulics and hydrology * Perform comprehensive administrative reviews of work activities, costs, staffing requirements, equipment uses, and time requirements * Effectively represent Authority operations with the public, contractors, and other organizations * Develop and control budgets * Establish, oversee and apply job safety procedures; apply thorough knowledge of clearance procedures and safe work practices associated with large pump/generator units, high voltage switchgear and waterways * Operate computer control systems operations, various software packages in the performance of assignments * Clear a USBR background investigation * Communicate effectively orally and in writing * Establish and maintain cooperative working relationships * Regularly and consistently meet attendance/punctuality requirements * Follow instructions, work independently and cooperatively with others * Read and interpret electrical, piping, instrument control system diagrams on station equipment * Read and interpret instrument readings to assist in determining the cause of malfunctions and advise of the need of maintenance work * Adjust work schedule, as needed, in order to cover unanticipated Operator absences, as well as, scheduled time off Typical Physical Activities: * Operates vehicles and equipment * Sits for extended periods of time * Communicates orally with co-workers and other public agencies in face-to-face, one-to-one and group settings. * Regularly uses a telephone for communication. * Must be able to carry, push, pull, reach and life equipment and parts weighing up to 50 pounds * Uses office equipment such as computer terminals, copiers, and Fax machines * Walks in uneven terrain, climbs ladders and stairs and enters confined spaces, in indoor and outdoor environments while making inspections of Authority facilities and projects. * Stands and walks for extended time periods * Hearing and vision within normal ranges * Operates equipment such as large valves which require a moderate amount of force to operate. * Works in an environment with exposure to dust, dirt and significant temperature changes between cold and heat Environmental Factors: * Exposure to the sun: 10% to 20% work time spent outside a building and exposed to the sun * Work above floor level: some work done on ladders, man lifts, or other surfaces from 4 to 15 feet above the ground * High temp: occasional work doing manual labor in temperatures between 80 to 105 degrees * Cold temp: occasional work doing manual labor in temperatures 40 degrees and below * Humidity: occasional work in areas with unusually high humidity * Fog: occasional time driving in foggy conditions with poor visibility * Wetness: less than 10% of the work time getting part or all of the body and/or clothing wet * Noise: occasionally there are unusually loud sounds, along with continuous noise levels that may or may not require hearing protection. * Slippery surfaces: occasional work on unusually slippery or unstable surfaces * Chemicals: occasional time spent working with chemicals associated with water treatment * Oil: some parts of the body in contact with oil or grease occasionally * Dust: works and/or drives in or around areas with minor to major amounts of dust SELECTION PROCESS Required Application Materials: Application must be submitted and received no later than the final filing date in order to be considered for this recruitment.
