Description
Position Close Date: June 6th, 20025 Position Summary: The Prevention Education Coordinator will hold a dual role as a prevention educator and confidential support person, helping to expand our ongoing inter-agency efforts to provide on-campus and mobile advocacy services to youth within the Portland Public School District (PPS) in partnership and collaboration with Raphael House of Portland. This position will support in coordinating confidential advocacy services and groups across Portland Public High Schools for youth exposed to violence and unsafe and inequitable relationships. This position is responsible for engaging project partners, developing strategic planning, coordinating with Raphael House of Portland's prevention education team services (confidential advocacy and presentations), and submitting all required documentation. This position will also support youth peer leaders in their involvement with the prevention education collaborative. This role seeks to promote survivor-centered responses to dating and sexual violence while fostering a district-wide culture of consent. Education, Training and Experience:
- Bachelor's degree in social work, women's/gender studies or a related field preferred. Associates degree and one year of related experience OR high School diploma/GED and two years of relevant experience or lived experience of domestic and/or sexual violence may be substituted in lieu of 4-year degree.
- This position requires experience or willingness to learn in the following areas: networking and building community partnerships, and provision of supportive services, especially within vulnerable and disadvantaged communities.
- This position requires knowledge, or willingness to learn, in following areas: housing advocacy, networking and building community partnerships, and provision of supportive services.
Additional Eligibility Requirements:
- Must complete a criminal history background check from the State of Oregon's Background Check Clearing house, including finger printing and local and national registry checks upon hire, and every 5 years, and not have any disqualifying conditions or convictions by applicable regulatory bodies that would prohibit employment in programs serving Home Free clients.
- Must have the ability to pass Portland Public School (PPS) background check as a requirement for working within Portland Public School locations.
- Must not be excluded from participation in federal healthcare programs, including but not limited to listings on the Office of Inspector General (OIG) List of Excluded Individuals/Entities and the System for Award Management (SAM) exclusion list.
- Must have an active driver's license, current insurance, a reliable vehicle and ability to meet VOA Oregon's and VOA Oregon's insurer's driving standards to travel between worksites and meetings, as well as have the ability to travel around the Portland Metro area for job related activities.
- Must be legally authorized to work in the United States without sponsorship.
- Completion of 40-hour domestic and sexual violence advocacy training, or equivalent to be approved by the Program Director OR expectation that training will be completed within first six months of employment (provided internally).
- Completion of Assertive Engagement (AE) training, OR expectation that training will be completed after employment (provided internally).
- Bicultural and/or those with lived experience of domestic and/or sexual violence, preferred, but not required.
Duties & Responsibilities:
- Build and maintain relationships within school communities to create and implement primary prevention efforts through consultation and trainings with school staff, including administration, Title IX coordinators, teachers, counselors, and social workers.
- Facilitate educational workshops in school classrooms and student assemblies using curriculum developed by the Prevention Education Partnership between Raphael House of Portland and Home Free, focusing on consent and boundaries, dynamics of relationship violence, and community care and accountability. Develop and edit presentations as needed.
- Provide one-on-one, survivor-centered confidential advocacy services to youth as needed. Make referrals and arrange ongoing support when appropriate.
- Provide confidential advocacy to students, at PPS partner high schools. Individualized support services include emotional support, information and skills building, safety planning, resource referrals, and accompanying students through the Title IX process, as requested.
- Provide on-campus individual student support at PPS high schools. Support coordination of calls and texts made to our Confidential PPS Teen Access Line.
- Facilitate and/or support student groups and clubs addressing relationship violence and school culture. Elevate student voice and create opportunities for student leadership.
- Collect and evaluate data, in collaboration with Prevention Education Team and Education Programs Manager.
- Support Education Programs Manager in training and onboarding new Prevention Team members.
- Participate in Raphael House meetings, activities, and committees as appropriate.
- Attend and actively participate in community meetings and/or committees that focus on prevention, training, and education.
- Participate in staff and community meetings and events.
- Identify and foster relationships for Raphael House through outreach within larger prevention community. Provide trainings and consultations to encourage replication of confidential advocacy and prevention programming in other school districts.
- Collaborate with other Home Free staff to manage responsibilities and perform duties alongside partner advocates from Raphael House of Portland.
- Advise and collaborate with a wide range of school-based partners and stakeholders to support teen survivor safety.
- Plan and perform community outreach, network building, and relationship tending to publicize services and optimize effectiveness of our programs.
- Maintain case management records and complete necessary paperwork.
- Maintain records of service provision, provide necessary statistics, and prepare reports as required by Home Free and funders.
- Attend and participate in agency and community meetings as needed.
- Consistently apply ethical professional practices and safety procedures as they relate to job activities.
Other Responsibilities:
- Provide information, consultation, and referrals to parents, members of the community, and school staff who are supporting youth.
- Provide mentorship and guidance to student clubs and youth activists who are working to promote consent culture and equitable relationships.
- Seek and undergo ongoing professional development.
- Cross-train and provide occasional support to other Home Free programs, as needed, especially within Home Free's Emergency Services Program and Hotline, as well as the Court Program and Hotline.
- Other duties as assigned.

- Skilled in crisis intervention techniques, including de-escalation strategies, active listening, conflict resolution, trauma-informed care, suicide prevention, and risk assessment, to provide immediate and appropriate support to individuals in crisis and prevent further harm.
- Skilled in networking with community organizations and agencies, including the ability to leverage these networks to facilitate resource-sharing, coordinate outreach efforts, and advocate for community and survivor needs.
- Skilled in utilizing Microsoft Office Suite (Word, Outlook, Excel) to document services, manage communication, and prepare reports that support program accountability and efficiency.
- Skilled with and ability to work with people of diverse backgrounds, cultures, and perspectives, including the ability to understand and respect difference to foster an inclusive environment where all voices are valued and heard.
- Skilled in utilization of interpersonal skills, including the ability to adapt interpersonal approaches to build trust, strengthen relationships, and promote effective cross-sector collaboration.

Environmental Conditions:
- Frequently travels locally for community training, home visits, meetings, and advocacy purposes.

Position Type/Expected Hours of Work: This is a part-time, non-exempt position. Normal business hours are Monday through Friday, and the role is expected work 34 hours per week. Evening or weekend hours may be required to meet organizational needs or respond to time-sensitive issues.
