THE POSITION

Northumberland County Children & Youth is looking for motivated and dependable individuals with a passion for helping children and families. If this describes you, join our staff in this County Casework Manager 2 to supervise and help perform a variety of social service and casework duties designed to provide supportive services to children, youth, and families. DESCRIPTION OF WORK

In this professional social service position, you will supervise and evaluate staff within your unit as well as organize and administer program activities. This includes assessing community needs and resources, and the coordination of children and youth activities with other programs and agencies. Work will rely on your thorough knowledge of applicable federal and state laws as they pertain to the welfare of children and youth within Northumberland County, as well as close cooperation with other social service agencies, hospitals, mental health facilities, police, courts, schools, and other community resources in assisting the families.

Your responsibilities will include:

  • Prepare annual service plans and budget estimates, including the assessment of community needs and resources.
  • Coordinate children and youth related social services with other county programs and agencies.
  • Supervise a group of lower-level county social service supervisors.
  • Interpret state and federal regulations and advises staff regarding the same.
  • Prepare and directs the compilation of reports, correspondence and the maintenance of files and records.
  • Conduct management and case staff meetings.
  • Train staff on current policies, programs, and procedures.
  • Develop and evaluates ongoing staff training needs and programs.
  • Act as staff assistant to the children and youth Advisory Board.
  • Represent the Northumberland County children and youth program with community agencies, and at regional and statewide meetings pertaining to children and Youth Services and makes recommendations to Northumberland County commissioners on agency related matters.
  • Work closely with the overall judicial system, president judge and juvenile probation office where necessary.
  • Facilitate children and Youth Services primary providers meeting.
  • Hold regular meetings with supervisory staff.


Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:30 AM to 4:30 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You will not have the option to telework in this position.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Four years of experience in public or private social work including two years in a public welfare program, two of which must have been in a supervisory capacity; and a bachelor's degree which includes or is supplemented by 12 college credits in sociology, social welfare, psychology, gerontology, criminal justice, or other related social sciences; or
  • Any equivalent combination of experience and training which includes 12 college credits in sociology, social welfare, psychology, gerontology, criminal justice, or other related social sciences.

Other Requirements:

  • You must be able to perform essential job functions.

Legal Requirements:

  • This position falls under the provisions of the Child Protective Services Law.
    • Under the Law, a conditional offer of employment will require submission and approval of satisfactory criminal history reports including, but not limited to, PA State Police clearance, PA Child Abuse history clearance, and FBI Fingerprint clearance.
