GENERAL SUMMARY:

The Senior Buyer independently evaluates and coordinates purchases within the Medical Center to ensure departments have needed supplies and equipment. Collaborates with departments regarding opportunities for reducing expenses, vendor consignment and contract pricing. Negotiates costs and fulfills capital equipment purchases with vendors.

PRINCIPAL JOB FUNCTIONS:

1. *Commits to the mission, vision, beliefs and consistently demonstrates our core values.

2. *Collaborates with internal departments to identify opportunities for vendor consignment.

3. *Leads internal groups and communicates with vendor representatives to facilitate consignment or contract pricing; monitors vendor activities and ensures vendors meet all obligations.

4. *Identifies opportunities for contractual savings and initiates due diligence necessary for informed decision-making.

5. *Develops proposal and quote requests for supplies, services and capital.

6. *Analyzes quote submissions and negotiates price with vendors to fulfill capital equipment purchases; responsible for all aspects of capital request and acquisition for assigned departments.

7. *Identifies and implements strategies for improved efficiency through adoption of best practices in current and new processes.

8. *Communicates with vendor representatives to ensure compliance with policies and procedures through the supply acquisition process.

9. *Ensures the purchase of supplies and equipment items in a timely manner; coordinates product substitution and product returns; expedites orders as needed.

10. *Works with all departments and vendors for reviewing, placing, price verification, and follow-up of orders.

11. *Promotes cost containment through recommendations regarding supply expense reduction and contract utilization.

12. *Maintains current purchasing information on the computerized inventory system.

13. *Ensures open and honest competition among vendors; evaluates services provided by each vendor.

14. *Works with Management Accounting in a timely manner to correct any invoice discrepancies.

15. Assists Supply Chain Analyst in providing support to all Supply Chain inventory system users.

16. Assists in inventory system maintenance updating current information and deleting outdated information.

17. Supports purchasing manager in monitoring GPO contracts.

18. Assists in the development and documentation of supply chain policies and procedures; adheres to the policies, procedures and regulations of Bryan Medical Center.

19. Assists in the maintenance of all purchasing files.

20. Performs other related duties as assigned.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

1. Knowledge of complete supply chain processes including procurement, logistics, security and compliance.

2. Knowledge of sound procurement to payment practices.

3. Knowledge of medical products and equipment.

4. Knowledge of vendor negotiations and contracting.

5. Knowledge of computer hardware equipment and software applications relevant to work functions.

6. Ability to comprehend medical and nursing terminology as it relates to purchasing functions at Bryan Medical Center.

7. Ability to plan, organize and coordinate multiple tasks/projects with minimal supervision.

8. Ability to exercise courtesy and professionalism in working with hospital personnel, medical staff, visitors and vendors.

9. Ability to communicate effectively both verbally and in writing.

10. Ability to maintain confidentiality relevant to sensitive information.

11. Ability to research information, perform mathematical computations and utilize critical thinking skills to make evaluations/recommendations based on information obtained.

12. Ability to establish and maintain departmental records and filing systems.

13. Ability to prioritize tasks with many interruptions due to multiple calls and inquiries.

14. Ability to perform work effectively under stressful and emergency situations.

EDUCATION AND EXPERIENCE:

Bachelor's degree in business administration or related supply management field required. Minimum of two (2) years purchasing/contracting required.

PHYSICAL REQUIREMENTS:

(Physical Requirements are based on federal criteria and assigned by Human Resources upon review of the Principal Job Functions.)
