The Cross Domain Warfare Analysis Portfolio (CDAP), within SPA's Sea Land and Air Division (SLAD), specializes in integrating warfighter experience and emerging technologies expertise to assess new capabilities and their impact to our Military warfighters across the full range of domains from the seabed to space. CDAG customers include: Defense Advanced Research Projects Agency (DARPA), Office of Naval Research (ONR), Navy staff, and other government organizations. We draw on multi-disciplinary expertise in operations research, systems engineering, military operations, and program analysis to advise DoD leaders on decisions to acquire innovative technologies, optimize existing processes, and influence policy to advance our national security. CDAG delivers: 1) Quantitative and qualitative modeling and analysis combined with extensive operational and technical experience to develop integrated solutions to warfighting challenges, 2) Cost-effective platform, mission, payload, and operating strategies to address capability gaps and exploit opportunities to create asymmetric cross-domain effects, 3) Expert capability, technology, policy, and business case assessments; operational mission analyses; integrated warfare assessments; requirements development; technology transition management; and program support.

Responsibilities

Key responsibilities of this Senior Operations Research Analyst Manager are to 1) Provide oversight and subject matter expertise to teams of analysts conducting quantitative and qualitative assessments for current and future U.S. and adversary cross domain warfare capabilities. 2) SPA Program Manager for the Navy Analytics Support Program contract. 3) Provide insight and advice regarding DoD program requirements management, budgeting, and strategic direction for platforms, programs, or systems supporting DoD forces, 4) Develop corporate analytic talent, processes, and tool sets needed to improve SPA capabilities to support an expanding level of analytic tasks, and 5) Track the status both U.S. and potential adversary legacy, current, and future integrated combat systems, sensors, weapons, command and control systems, unmanned vehicles, along with the state of training, interoperability and the other aspects of DOTMLPF-P related aspects necessary to create military capability.



Qualifications

Required Qualifications:

    Bachelor's of Science degree or higher in Engineering, Mathematics, Operations Research, Computer Science, National Security Studies, or Military History
  • 20+ years of Military service to include command level experience of a Navy ship/submarine/aircraft squadron.
  • 5+ years experience in the Pentagon interacting in a leadership role including 2 years leading the conduct of analysis/quantitative assessments with established Modeling and Simulation tools and interaction with Navy Resource Sponsors.
  • Department of Defense (DoD) Top Secret Clearance with SCI eligibility
  • Possess excellent communication skills, both written and verbal, with an understanding of the implications and differences between tactical, operational, and strategic issues. Have demonstrated the ability to summarize and communicate complex ideas and analytical findings to a variety of clients including senior SES and Military Flag level leaders.

Desired Qualifications:

  • Masters Degree in Operations Research
  • Recent knowledge of the DoD warfighting scenarios and their development
  • COCOM, Fleet, Fleet Warfare Center and/or Squadron Staff experience, especially in billets requiring knowledge of DoD battle management and communications systems.
