The Functional Analyst - II will support mission-critical transformation efforts for Navy Medicine by performing advanced functional analysis to guide the development and enhancement of health IT and readiness systems. This role bridges the gap between technical implementation and operational goals by capturing requirements, modeling workflows, and evaluating system functionality to ensure alignment with clinical and operational needs across the Military Health System (MHS).

Type of Employment: Full-time, W2 Work Location/Travel: Remote with up to 25% travel to Navy installations or program offices Salary Range:$85,000 - $110,000 annually (W2, based on experience, education, and location) Role Reports to: Program Manager Direct Reports: This role has no direct reports

Responsibilities:

  • Serve as a lead analyst in defining requirements and functional designs for Navy Medicine readiness and health informatics programs

  • Collaborate with stakeholders to map current-state workflows and propose optimized future-state solutions using tools such as process maps and functional wireframes

  • Evaluate system changes, coordinate gap analyses, and assess end-user impact for systems such as JOMIS, MHS GENESIS, OMDS, and PARATUS

  • Coordinate with technical developers and system architects to ensure accurate translation of requirements into software development

  • Lead user acceptance testing (UAT) efforts and support readiness for go-live events

  • Facilitate Agile ceremonies and support sprint planning, grooming, and retrospectives with cross-functional teams

  • Create functional documentation including user stories, business rules, SOPs, and training guides

  • Interface with program managers and informatics leads to support performance metrics, system assessments, and process improvement initiatives

Knowledge and Skills Required:

  • Advanced understanding of requirements elicitation, business process reengineering, and stakeholder engagement

  • Deep familiarity with clinical, readiness, and operational workflows within the Military Health System or equivalent healthcare systems

  • Skilled in workflow modeling tools (e.g., Visio, Lucidchart) and Agile collaboration tools (e.g., Jira, Confluence)

  • Effective communicator with strong writing and documentation skills to support technical and functional teams

  • Ability to prioritize competing tasks and manage deadlines in a fast-paced, mission-focused environment

Education/Certification Required:

  • Bachelor's degree required (Master's preferred) in Business, Health Informatics, Systems Engineering, or related discipline

Experience Required:

  • 6-12 years of experience as a functional or business analyst, including experience with military, federal, or clinical systems

  • Demonstrated experience with EHR systems or digital transformation in public sector health programs

  • Prior experience supporting DoD readiness initiatives or Navy Medicine preferred

Technical Skills Required:

  • Strong proficiency in Microsoft Office Suite, especially Excel, PowerPoint, and Word

  • Familiarity with HL7, FHIR, or other healthcare interoperability standards

  • Experience working within or alongside Agile software development teams

Desirable (Not Required) Skills/Experience:

  • Business Analysis certifications (e.g., CBAP, PMI-PBA)

  • Experience with PARATUS, JOMIS, MHS GENESIS, or OMDS

  • Lean Six Sigma or other process improvement training

  • Prior service or experience working with operational military units
