The Functional Analyst - I will directly support Navy Medicine transformation and digital health initiatives by gathering requirements, analyzing workflows, and facilitating the adoption of clinical and operational systems. The individual will act as a key liaison between users, developers, and program stakeholders, translating operational needs into functional specifications that support mission readiness and healthcare delivery in deployed environments.

Type of Employment: Full-time, W2 Work Location/Travel: Remote with up to 25% travel to military or client sites; relocation not required Salary Range: $75,000 - $90,000 annually (W2, commensurate with experience and qualifications) Role Reports to: Project Manager Direct Reports: This role has no direct reports

Responsibilities:

  • Gather and document user requirements and operational workflows related to military health systems and readiness platforms

  • Analyze existing business processes and identify improvement opportunities to enhance system usability and efficiency

  • Collaborate with technical teams to translate functional requirements into system specifications

  • Support the configuration, implementation, and enhancement of health IT systems such as MHS GENESIS, OMDS, and JOMIS

  • Facilitate testing, validation, and deployment of new system features or applications

  • Conduct stakeholder interviews and working sessions to align capabilities with mission objectives

  • Assist with training design, end-user support materials, and go-live readiness planning

  • Provide support in sprint planning, backlog grooming, and Agile ceremonies

  • Prepare detailed documentation, process maps, user stories, and system workflows

Knowledge and Skills Required:

  • Strong understanding of business and functional analysis methodologies

  • Familiarity with military or government healthcare operations and workflows

  • Proficient in creating process documentation, flowcharts, and user requirement documentation

  • Strong interpersonal and communication skills with the ability to engage technical and non-technical stakeholders

  • Familiarity with system development lifecycle (SDLC) and Agile frameworks

Education/Certification Required:

  • Bachelor's degree in Healthcare Administration, Business, Public Health, or related discipline

Experience Required:

  • 1-5 years of experience as a business or functional analyst in a healthcare, military, or federal setting

  • Experience supporting health IT implementations or upgrades is preferred

  • Familiarity with electronic health record systems, particularly MHS GENESIS or Cerner, is a plus

Technical Skills Required:

  • Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, SharePoint)

  • Basic knowledge of tools like Jira, Confluence, Visio, or Lucidchart

  • Understanding of HL7/FHIR or other healthcare data standards is helpful

Desirable (Not Required) Skills/Experience:

  • Certification in Business Analysis (e.g., CBAP, PMI-PBA)

  • Agile/Scrum certification (e.g., CSM, SAFe)

  • Prior military or Department of Defense healthcare experience
