The Mgr Skills Training Center will manage Electric Delivery learning operations including curriculums, curriculum development, and training records. Provide oversight of Skills Training Center Facility and training yard, managing resource utilization, schedule, and planning. Partner with internal stakeholders (HR, etc.) to ensure Electric Delivery learning needs are integrated into the learning management system as needed. Manage and lead a team of trainers and supporting team members responsible for Electric Delivery training.

PRIMARY DUTIES AND RESPONSIBILITIES

1. Management of Electric Delivery Learning Needs



  • Responsible for the planning, development, delivery, and evaluation of team member skills training and assessment for all Electric Delivery (ED) operating areas utilizing a structured digital and hands on Learning Management System. Ensure that Electric Delivery team members have the necessary training and skills to perform tasks in Electric Delivery in a safe and effective manner.
  • Responsible for facilitating all ED training evaluations (craft training) and related documentation for craft positions.
  • Responsible for ensuring any updated safe work practices (SWP) and/or programs are immediately updated within any applicable curriculum.
  • Consult with subject matter experts (SME) to develop new training curriculums for Electric Delivery areas to include but not limited to Lighting, Meter Operations, Telecom, Garage Mechanics, DDTs and to support specific project training needs such as: training on new equipment, materials, tools and technology.
  • Provide overall governance, establish and conduct annual and routine training reviews and audits ensuring training adherence, relevancy, and accuracy. Responsible for all tracking and documentation of training provided to Electric Delivery team members.


2. Provide oversight and direction of the Skills Training Center operations and team



  • Provide oversight and management of the Skills Training Center building and training yard utilization and onsite classroom/training scheduling for all of ED training needs.
  • Manage and lead a team of trainers and supporting team members responsible for Electric Delivery training.
  • Oversee Skills Training Center activities to ensure that proper tools, equipment, and techniques are used, inspected, and maintained to perform work in an efficient and safe manner. Enforce all safe work practice policies.


3. Provide oversight of community partnerships in collaboration with internal stakeholders



  • Responsible for communications with applicable community partnership to include Hillsborough Community College regarding TECO supported programs (Electric Delivery focus). Responsible for Florida Department of Education to maintain accreditation and department of Veterans Affairs for VA benefits.



SUPERVISION

Direct:Supervisor Technical Training

Indirect:Technical Trainers and administrative support. Contracted trainers, IT support, and subject matter experts.

QUALIFICATIONS

Education

Required: Bachelor's degree in related field from an accredited college/university. In lieu of a Bachelors degree an additional 4 years of experience may be considered.

Related Experience

Required: 8 years of direct experience in Training, Leadership Development, or Education role and 3 years of experience in training development roles.

Preferred: 2 years Instructional Program development experience in a utility operations environment. Experience with planning, developing, and applying training needs analyses or assessments.

Supervisory Experience:

Required: 3 years supervisory/people leadership experience.

Knowledge/Skills/Abilities

Required: Excellent organizational and collaboration skills, training management expertise and the ability to work with all levels of management. Proven proficient technical and leadership skills are required. Experience working within and across a variety of platforms and technologies, including a learning management system.

WORKING CONDITIONS

Occasional weekend and required storm response support. Working conditions are both indoors & outdoors in varying weather conditions.

PHYSICAL DEMANDS/REQUIREMENTS

Must be able to walk, stand or sit for extended periods of time. Must be able to wear appropriate personal protective equipment for work assigned.
