Job Description

Torch Technologies is seeking a Government/Military HR Specialist with expertise in both military and government civilian HR processes. This position supports the Joint Counter-small Unmanned Aircraft Systems Office (JCO), which leads Department of Defense efforts to integrate and coordinate C-sUAS capabilities across multiple stakeholders.

The selected individual will manage military and civilian personnel functions and provide day-to-day administrative and logistical support to help the JCO maintain an optimal manning posture. This role requires a solid understanding of HR program requirements and regular coordination with internal leadership and external partners.

Key Responsibilities:

• Utilize the Defense Civilian Personnel Data System (DCPDS) and Integrated Personnel and Pay System - Army (IPPS-A) to generate reports that support personnel planning and decision-making.
• Liaise with the Civilian Personnel Advisory Center (CPAC) and military HR offices.
• Coordinate with service manpower organizations to assign military members to JCO joint billets.
• Process recognition awards and organize Director's recognition ceremonies.
• Work with HR authorities to post vacancies, conduct interviews, onboard, and hire civilian personnel.
• Perform in- and out-processing for both military and civilian staff.
• Provide support to civilian employees on benefits, timekeeping, and HR matters.
• Identify staffing solutions to address gaps in military and civilian billets.
• Maintain awareness of government service specialties relevant to the JCO and C-sUAS mission.
• May provide leadership to junior staff and manage HR-related budgets and expenditures.
• Recommend techniques for estimating personnel-related requirements in proposals.

Job Requirements

• Bachelor's Degree in Human Resources, Business Administration, or a related field; Master's Degree preferred.
• 8+years of related experience supporting government programs, including HR, manpower, or administrative functions.
• Experience in federal government HR and manpower processes is required.
• Strong understanding of contract interpretation, budget planning, and personnel administration for government projects.
• Active Secret security clearance is required; Top Secret clearance is preferred.
