JOB DETAILS LOCATION: (HYBRID) Eglin, FL JOB STATUS: Full-Time TRAVEL: Less than 10% JOB SUMMARY The Facility Security Officer (FSO) will be responsible for overseeing an Astrion division security program, applying corporate policies and procedures to ensure compliance with the National Industrial Security Program Operating Manual (NISPOM) and other federal regulations. This individual will also serve as the Insider Threat Program Senior Official (ITPSO), leading the insider threat program to protect classified information and company assets. The FSO/ITPSO will play a critical role in maintaining a secure environment while supporting the company's growth and operational integrity and will report to the Corporate Director of Security. REQUIRED QUALIFICATIONS / SKILLS
A minimum of 8 years of applicable experience with the job responsibilities listed below. Experience in lieu of education is negotiable. Current Top Secret security clearance eligibility with ability to maintain a Top Secret security clearance Completion of CDSE course: FSO Program Management for Possessing Facilities (Required within 6 months of FSO appointment) Strong administrative skills, to include working knowledge of Microsoft Office, Word, Excel, Outlook, PowerPoint and creating/using Adobe PDFs. Expert experience with Defense Information System for Security (DISS) Web Application and eApp Expert knowledge of National Security Clearances and associated investigation types. Working knowledge of the National Industrial Security Program Operating Manual (NISPOM), 32 CFR 117, and government CUI. Knowledge and experience implementing DD254 Contract Security Classification; developing and issuing subcontractor DD 254s
DESIRED QUALIFICATIONS / SKILLS
Bachelor's degree in security management, Criminal Justice or related field is preferred. Equivalent work experience may be substituted for education. Experience with Safeguarding desired Experience with government assessments under the Defense Counterintelligence and Security Administration (DCSA) and facility self-inspections. Working knowledge and experience with NISS Knowledge of military security procedures including CAC requests and SCI nominations.
RESPONSIBILITIES
- Facility Security Officer (FSO) Responsibilities:
Implement and manage the company's security policies, procedures, and practices in compliance with NISPOM, Defense Counterintelligence and Security Agency (DCSA) requirements, and other government directives for an Astrion division comprised of approximately 1,000 cleared personnel under one cage code. Collaborate with divisional FSOs across the enterprise as a contributing member of the corporate security team. Participate in weekly internal Security Team meeting. Serve as point of contact with the DCSA, ensuring compliance with all security requirements, including personnel, physical, information, and industrial security. Manage personnel security clearance processing, including initial clearances, reinvestigations, upgrades, and terminations, ensuring all information is accurately maintained in the Defense Information System for Security (DISS/NBIS) following company and NISPOM procedures. Perform quality reviews on all security submissions, including e-App, to ensure accuracy and completeness. Ensure contract-specific onboarding procedures for personnel are fulfilled without delays. This may include: Submit VARs via DISS and Requests for Foreign Visits (RFVs) to DCSA International; initiate CAC requests via contract Trusted Agents. Ensure compliance of physical security measures, including access controls, alarms, intrusion detection systems, and emergency response plans to ensure protection of classified and sensitive information. Manage security briefings, debriefings, and training for employees, contractors, and visitors on security policies, procedures, and threat awareness, ensuring all training is completed and tracked per contract and government requirements. May include Initial, Annual, NATO, Courier and Foreign Travel. Maintain personnel security files in compliance with governing regulations. Coordinate self-inspections, audits, and reviews to ensure continuous compliance and identify areas for improvement. Maintain exceptional relationships with hiring managers and government security representatives to ensure contract requirements are met.
- Insider Threat Program Senior Official (ITPSO) Responsibilities:
Manage and execute the company's Insider Threat Program in accordance with federal requirements and best practices, ensuring integration with overall security strategy. Lead insider threat investigations, analysis, and reporting, while maintaining confidentiality and compliance with legal and regulatory requirements. Investigate Insider Threats/incidents/adverse information; draft and submit initial and final reports to DCSA. Collaborate with Human Resources, Legal, IT, and other departments to identify potential insider threats, implement risk mitigation measures, and ensure continuous monitoring and awareness. Deliver regular training and awareness programs to employees on insider threat indicators, reporting procedures, and protection of sensitive information. Prepare reports, metrics, and briefings on insider threat activities and incidents for senior leadership, highlighting trends, risks, and recommended mitigation measures.
