Responsibilities
Seeking a Information Systems Program Manager who is comfortable in a fast-based IT organization who is a utility player and can proactively support development of a Program Management Office (PMO), provide oversight of IT Governance and has the ability to manage large scale projects or initiatives as required. Your essential job functions will include but may not be limited to: Program Management Office * Create project management standards and support management of project portfolios. * Support development and compliance monitoring with project management policies and procedures. * Develop visuals to reflect the portfolio management process. * Provide training and resources to project team members and other stakeholders. * Support enterprise initiatives as a change agent and develop a knowledge base. * Provide recommended approaches, idea generation, and facilitation. * Support IT enterprise level communications to explain work, vision, benefits, and plans. * Prepare reports, analyze trends, and use statistical-level skills for program performance, success measurement, organizational highlights, and budget analysis. * Support business governance structure, streamline processes, and develop repeatable processes. * Provide recommendations for criteria to measure IT program impact. * Catalog and manage IT services and support efforts to standardize IT tools. * Support definition and visualization of key objectives. IT Governance Specialty * Knowledge and experience in frameworks such as ITIL, and the NIST Risk Management Framework (RMF) as implemented within the DoD (DoDI 8510.01). * Understanding of how critical systems in DoD must be managed and how risk management, compliance enforcement against DoD standards, audit management, and aligning IT practices with mission objectives are met. * Collaborate across various organizational units, including IT operations, cybersecurity teams, mission owners, senior leadership, and potentially external auditors or partners. * Deploy continuous improvement techniques to stay informed about the latest trends and best practices to continuously refine and improve the organization's governance framework. This includes leveraging performance metrics and feedback loops to drive iterative enhancements. Project Management * Manage large-scale IT projects or initiatives, maintaining cost, schedule, scope & risk. * Ensure alignment with business goals and user needs. * Collaborate with stakeholders, prioritize features, and maintain detailed documentation. * Prepare leadership and stakeholder briefs on program and project status. * Schedule and coordinate program level reviews. * Organize, document, and provide key takeaways/action items of meeting minutes. * Update status briefing slides and create reports highlighting specific data areas. * Create checklists to manage existing processes. * Develop and maintain process and program documentation and desk procedures. * Facilitate events, prepare materials, and track feedback. * Develop communication materials to brief stakeholders at all levels.
Qualifications
Preferred/Desired Experience: Journeyman: 5-10 years related experience * Strong communication skills. * SaaS platform management experience * Excellent organizational skills and ability to work under pressure * Workflow/case management system experience. * Web portal with "self-service" experience. * Metrics and requirements analysis experience. * Stakeholder management and documentation skills. * Ability to create impactful presentations * Ability to prepare and present clear reports on IT governance status, risk posture, compliance levels and performance metrics to senior management. * Comfort with executive level briefing. * Experience with Google Workspace, Microsoft Office, Smartsheet and Lucid is a plus. * Relevant certifications in software development lifecycle and Agile project management methodology * Strong analytical and problem-solving capabilities * Solid understanding of IT architectural concepts, system life cycle management principles (including software security), and fundamental cybersecurity principles Previous experience as an ISSM or CIO is highly desired. Education Requirements: Bachelor's Degree or higher Certification Requirements: * None Clearance Requirements: * Active SECRET clearance. * U.S. Citizenship is required for this position. ADDITIONAL NOTES: * Applicants should plan on in-person work, but some remote work may be possible based on customer requirements, project needs and travel. * Occasional travel may be required to government and industry locations. The pay range for this position in California is $125,000/year to $150,000/year; however, base pay offered may vary depending on established government contract rates, job-related knowledge, skills, and experience, and other factors. MTSI also offers a full range of medical, financial, and other benefits, dependent on the position offered. Base pay information is based on market location.
