The Chief Human Resources Officer (CHRO) leads all staff talent and Human Resources related strategy, policy, programs, and operations for UCSF Campus and UCSF Health. The Chief Human Resources Officer partners with UCSF/UCSF Health leaders in attracting, developing, retaining, and supporting with technology the diverse talent necessary to be the world's preeminent health sciences innovator and academic medical center.

Human Resources provides the full scope of HR services for UCSF senior leadership, management, and staff, from long-term strategic development and consultation to operational support, implementation of technology, ethical AI, data, and management reporting, with an emphasis on exceptional customer experience. The CHRO makes critical decisions to ensure Human Resources support for the enterprise as a whole, including represented and policy-covered staff employees. The CHRO implements people-oriented, efficient, and cost-effective solutions across the campus and the health system through strategy and policy as well as programs, practices, guidelines and enforcement/accountability. The CHRO is responsible for the direction, planning, and coordination of all HR related activities and advises the highest level of leadership on on strategic goals and practices related to staff.

As a member of both the Campus and Health senior leadership teams, participates in strategic and business planning, policy formulation, program development and oversees human resources policies, practices and operations management. This is a highly interactive and inclusive position that requires direct and continuous collaboration with other senior leaders across Campus and Health, system-wide colleagues, and the Office of the President.

Functions as the chief strategic HR business advisor for UCSF Health's workforce as a health system, including affiliations, joint ventures and acquisitions.

Coordinates activities of the staff, and assures compliance with bylaws, rules and regulations. Collaborates with other senior leadership positions across the enterprise and peers at other UC locations. Provides guidance and strategic direction to campus and health system leadership on human resource issues facing a complex, large-scale public employer. Set leadership tone for embracing Oracle functionality, leveraging of enterprise data, usable standard management reporting, and ethical AI.

The CHRO reports jointly to the Senior Vice Chancellor of UCSF and the President/CEO of UCSF Health and is the highest level leader responsible for HR across UCSF and UCSF Health.

Responsible for the following leadership outcomes:

  • Establishes and implements people and talent strategies and HR programs that drive UCSF's strategic visions for Campus and Health.
  • Ensure the HR team can review policies and use in an AI supported environment.
  • In collaboration with UCSF executive management, establishes a sound plan of management talent pipeline that corresponds to the strategy and objectives of the organizations.
  • Critical leadership in data, automation of transactional data within the Oracle system, management reporting, spending time on thought leadership of ethical use of AI in HR, and ensuring that talent is poised against strategic items.
  • Functions as an effective strategic business partner to executive/senior management regarding key staff labor and employee relations organizational management issues.
  • Provides effective oversight for the achievement of comprehensive strategic staff recruiting and retention plans to meet organization goals.
  • Provides effective leadership and guidance for the HR function by overseeing leveraging enterprise technology to support programs and activities related to staff talent acquisition, career development, talent pipeline development retention, training and leadership development, and competitive compensation and benefits.
  • Serves as advocate and chief representative for UCSF Campus and Health to the Office of the President on systemwide staff human resources issues that carry local implications and impact. Participant on UC-wide steering committees as appointed.
  • Participates with the other UC CHROS in determining strategic direction and HR policies.

The final salary and offer components are subject to additional approvals based on UC policy.

Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement.

The salary range for this position is $725,000 - $770,400 (Annual Rate). An offer will take into consideration the experience of the final candidate AND the current salary level of individuals working at UCSF in a similar role. The final salary and offer components are subject to additional approvals based on UC policy.

Required Qualifications


  • A minimum of 15 years of senior level human resources leadership experience with extensive focus on contributions to strategic business objectives and the management of high performance consultative and operational teams.
  • Expert and broad knowledge of organization and system-wide human resources policies and applicable laws and regulations.
  • Change Management: Skills to transition the organization from a current state to a future state with the least amount of resistance. Expertise in evaluating the organization issues, initiating actions to make change, planning change with stakeholder buy-in and executing the plan while being flexible to the changing landscape.
  • Emotional Intelligence: Strengths in the tenets of emotional intelligence - self-awareness, self-management, social-awareness, relationship management.
  • Collaborative Leadership: In a highly complex and matrixed organizational environment, demonstrates expert skill in building collaborative relationships, developing strategies and engaging in constructive problem-solving.
  • Results Driven: Expertise in utilizing metrics and technology in a way that drives excellence, supports operations and facilitates integration across diverse and broad organizations.
