JOB DESCRIPTION AND POSITION REQUIREMENTS:

The Office of Budget & Finance is seeking to hire a Financial Officer to currently support Penn State's Smeal College of Business. This position will provide leadership in management of financial and budget execution matters for the organization. This position reports to the Director of Financial Officers but will work closely with the Dean of the Smeal College of Business. The primary duty of this role is to maintain sound financial operations across multiple fund types through internal controls and financial and budgetary stewardship while providing service to the dean in meeting the unit's vision and goals through strategic analysis, process improvement and policy/procedural development.

Primary responsibilities of this position include:

  • Regular financial analysis and reporting management of all funds, including general allocations, revenues, and restricted funds management.
  • Oversight of all aspects of financial stewardship, budget execution, policy and procedure interpretation, guidance, and compliance.
  • Management of financial systems related approvals, monitoring budgets to ensure planned resources are available and coordination of internal audits and risk assessments.
  • Serve as the liaison to central University offices in the areas of budget, finance, payroll, risk management, purchasing and others as needed.
  • Supervision, evaluation, and training of assigned staff.
  • Evaluation of strategic initiatives through financial modeling.
  • Development, implementation, monitoring, and control of operating budgets.
  • Forecast for various expense and income projections.
  • Consultation about fiscal affairs with other senior leaders within the unit.

Required skills and experience include:

  • Advanced Excel skills and knowledge in financial and budget management, analysis, forecasting and financial reporting and guidance on developing unit strategy.
  • High degree of self-direction, including the ability to multi-task and meet multiple deadlines at short notice.
  • Strong leadership skills, the ability to lead and manage teams, and a strong commitment to inclusionary practices which support diversity throughout the University.
  • Strong written, verbal and presentation skills.
  • Ability to persuade and influence a variety of people to achieve results.
  • Ability to manage complex problems crossing multiple functional areas, ranging from policy/procedural issues, risk/legal matters, confidentiality, and negotiations.
  • Experience with enterprise systems technologies and products such as SAP S/4HANA, Concur, Workday, Power BI, and MS Office 365 is desirable.

Minimally requires a Bachelor's degree, plus ten years of relevant experience, including three years of supervisory experience, or an equivalent combination of education and experience. Experience with research administration is preferred.

Due to the financial or fiduciary responsibilities for his position, successful completion of a credit history check will be required in addition to a standard background check.

This position offers a flexible work arrangement that combines remote and on-campus work. Questions related to flexible work should be directed to the hiring manager during the interview process.

This position currently supports the Smeal College of Business; however, this assignment could change in the future.

Penn State is embarking on a project to restructure the University's financial functions to move towards a centralized, service hub-based structure. This position is intended to initially support the unit(s) and functions listed in this posting; however, it is expected to evolve over time relative to the overall restructuring. The salary range for this position, including all possible grades is:

$97,100.00 - $145,700.00
