Primary Purpose of Organizational Unit
The Human Resources Service Center of Excellence ( SCE) serves approximately 2,000 staff within the Division of Finance and Operations (F&O) and Campus Safety and Risk Management, a combined organization whose annual budget is more than $500 million. The HR SCE has a campus-wide impact through functions that include classification and compensation, salary administration, recruitment, onboarding and separations, benefits and leave administration, policy and procedure administration, employee and management relations, and reporting and data management for the F&O Division and Campus Safety and Risk Management.
Position Summary
"INTERNAL ONLY: Internal posting for permanent, time-limited, layoff priority employees of UNC-Chapel Hill, and temporary employees hired directly by UNC-Chapel Hill only."

This position may be eligible for a hybrid work arrangement that may include a partially remote work location, consistent with System Office policy. UNC Chapel Hill employees are generally required to reside within a reasonable commuting distance of their assigned duty station.

The Executive Director for Human Resources Shared Services is a strategic leader with strong analytical, human resource and communication skills capable of driving change in human capital business process improvement and developing exceptional talent. The position is charged with creating a world-class HR shared service organization that finds, develops and retains great talent for all positions in the organization and improves business processes in order to deliver efficient service excellence. The position develops and implements strategic goals and policy in recruitment, selection, deployment, performance management, and professional development for nearly 2,000 employees across the divisions of Finance and Operations (F&O) and Campus Safety and Risk Management, with a strong focus on efficiency, effectiveness, and service excellence. The position oversees teams that perform core HR functions, including employee and management relations, classification and compensation, recruitment, and payroll/leave/benefits for these departments. The Executive Director must be an exceptional strategist, adept communicator, expert collaborator, human capital specialist, and superior project manager with the ability to build trust, inspire confidence, manage change, ensure accountability, drive efficiency, change culture, develop talent, and work in partnership with stakeholders throughout campus and within the local community. The position reports to the Executive Director of Business Strategy and Shared Services.
Minimum Education and Experience Requirements
Relevant post-Baccalaureate degree required (or foreign degree equivalent) with three years or greater of related professional experience; for candidates demonstrating comparable professional backgrounds, will accept a relevant Bachelor's degree (or foreign degree equivalent) and five years or greater of relevant experience in substitution.
Required Qualifications, Competencies, and Experience
* Bachelor's degree in a related field with a minimum of 10 years of experience in human capital
management or related field with a proven track record of success is required.
* Experience within a comprehensive, research university setting preferred.
* Exceptional interpersonal/written and oral communication skills.
* Demonstrated success in change management.
* Analytic capabilities.
* Knowledge of University and State HR policies, and an ability to quickly adapt, interpret, and
communicate policy changes.
* Experience working with strategic and integrated HR planning, as well as implementation and
change management.
* Proven ability to manage and lead effectively, both people and programs, including planning,
resource allocation, budget allocation, and supervision.
* Independent judgment and initiative is required.
* Strong diplomacy skills (able to successfully manage external and internal relationships and
effectively communicate with colleagues at all levels) and a customer service-oriented attitude.
* Demonstrated experience working in a highly collaborative, team oriented environment.
* Demonstrated experience in setting and achieving challenging goals and business process
improvement.
* Coalition building and collaboration skills.
Preferred Qualifications, Competencies, and Experience
* A Master's degree in a related field is strongly preferred.
