THE POSITION

The Department of Housing Services and Housing Authority of Washington County is recruiting for a Capital Improvements Project Manager!

The Capital Projects Manager is responsible for project oversight of affordable housing initiatives, with a significant focus on construction administration. The role entails supervising and coordinating all aspects of construction projects where Washington County or the Housing Authority of Washington County is owner/operator and/or lender/investor. The Capital Projects Manager is a team player who ensures internal and external parties' adherence to plans and specifications, approves payments, negotiates change orders, and conducts site inspections. This role includes managing project budgets, resolving on-site issues, interpreting contract language, and maintaining positive productive relationships with a variety of stakeholders and vendors.

The Ideal Candidate will be:

  • experienced in developing project financial models and monitoring construction progress and budget expenditures for highly complex, mixed-financing type real estate projects.
  • knowledgeable in all facets of development process including permitting, contractor selection, project bidding and capital project budget development, negotiating and monitoring construction contracts, construction implementation and oversight, approving progress payments and conducting financial analysis.
  • highly skilled with a proven track record of securing, closing and/or monitoring entitlements and permitting, design, construction, and capital budgets for affordable housing and/or public infrastructure development in the role of owner/developer.
  • familiar with low-income housing tax credits and other financing tools for affordable housing.

ESSENTIAL JOB DUTIES

Duties may include

  • Coordinates capital project development, construction and County oversight for access center, shelter, and housing investments.
  • Develops plans, cost estimates, and project schedules for affordable housing and related capital projects based on department strategy.
  • Supervises and coordinates the construction of projects; ensures conformance with contract plans and specifications; approves progress payments; negotiates and approves change orders.
  • Plans, supervises, and oversees the daily functions, operations, and activities of assigned projects, including acquisition, design, development, community outreach, entitlements, permitting, construction administration and/or rehabilitation of affordable housing projects, including financing, refinancing, and legal document review.
  • Oversees and participates in the development of the unit work plan; assigns work activities, projects, and programs; monitors workflow; implements policies and procedures; and reviews and evaluates work products, methods, and procedures.
  • Participates in department and project budget preparation; prepares cost estimates for budget recommendations; submits justifications for requests; and monitors and controls expenditures for capital improvement projects.
  • Prepares requests for proposals; reviews and makes recommendations on proposals; coordinates the preparation of or prepares bid documents; and prepares contracts for services and bid awards.

MINIMUM QUALIFICATIONS

Education and Experience:

  • Bachelor's Degree in project management, business administration, public administration, architecture, civil engineering, or a related field and two (2) years of responsible project or construction management or closely related capital project management experience; OR
  • A combination of college-level course work and experience equivalent to six (6) years total of responsible construction or project management experience or closely related capital project management experience.
Additional Requirements:
  • Must possess a valid driver's license and have an acceptable driving record per Washington County policy.
  • Must pass a criminal background check post-offer.

Selection Process:
1 .Minimum Qualifications (MQ) Review: Human Resources will screen applications for MQs beginning the week after the posting closes. Additional preferred qualifications screening may be applied depending on the number of applications received. The timeframe to review will be the week of May 11, 2025.

2. Subject Matter Expert (SME) Review: Your responses may be evaluated and scored by a panel of subject matter experts. Your total score for this examination will affect your placement on the eligible list (a list of candidates eligible for interviews). This process will begin the week of May 18, 2025 and may take up to 2 weeks.

3. Panel Interviews: Our goal is to schedule oral panel interviews with candidates that successfully passed the SME evaluation step as soon as possible.

4. Conditional Offer: The top candidate will be required to successfully clear a third-party background check and driving check as a pre-employment condition.
