Job Title: Director of Construction - South Central Region Work Schedule: Monday - Friday, 7-4 Company: Potawatomi Defense Operations, LLC Location/Site: San Antonio, Texas Salary Range: $200,000-$235,000 Summary The Director of Construction serves as the subject matter expert and customer coordinator for the execution of all construction contracts. The Director must demonstrate the ability to manage the cradle-to-grave aspects of the entire life cycle of a commercial and/or institutional design/build project and will support the project management process for larger projects. The Director position includes an understanding of process management and the ability and agility to perform work that is contracted through a variety of delivery methods that include: indefinite delivery indefinite quantity (IDIQ), Lump-Sum Contracting, Design/Build and Fast Track Sole Source contracts. The Director must have an in-depth understanding of estimating and proposal development and will be involved in identifying and pursuing new business opportunities. The Director will work with the General Manager to assure that the subordinate Program / Project Managers are provided with the authority, responsibility and resources to successfully meet corporate contractual obligations. The Director of Construction will be the key point of contact for subcontractor relationships and will provide oversight into all other aspects of operations management. Director's responsibilities include strategic planning, budgeting, and management of a profitable project portfolio. Personal initiative and critical thinking skills will be essential to complete job duties with minimal guidance. Assignments are deadline driven, so candidates must be able to set priorities, take ownership of projects, work efficiently, and provide a consistent level of high quality in a high-pressure environment. The ideal candidate will be able to demonstrate innovation, excellent communication skills, and a high level of customer service, and relationship building. This is a senior level manager position. The Director will ensure the efficient, safe, and profitable operations of office and field staff. The Director of Construction must assure adherence to corporate policies, policies and procedures for contract administration, and proper preparation of all technical and cost proposals. Director will promote the use of ProCore as a project management, pricing and proposal tool. Essential Duties and Responsibilities The Director's daily responsibilities include, but are not limited to:
Provides oversight to Program/ Project Managers and other project employees in the execution of contract functions. Represents the company in contract matters with clients as well as in discussions with teaming partners. Develops organic growth and business development opportunities within current contracts. Assists the General Manager with selecting, developing, and managing Program/ Project Managers as well as other direct subordinates. Creates and maintains a positive corporate image (i.e., a company that people want to work for as well as a company people want to do business with) within approved budget guidelines. Promote and use ProCore as a cradle to grave project management tool. Prepares and submits management briefings, reports and other written inputs. Executes all corporate activities as may be warranted and /or directed by the General Manager. Acts as corporate representative with respect to the negotiation (in coordination with the General Manager, Finance, Pricing, and Contracts) of sub-contracts with independent contractors and manages subcontractor relationships. Coordinates business development activities and is actively involved in the proposal development process. Performs assigned duties within the limits established by Federal, State, and local regulations, Federal Acquisition Regulations (FAR), Defense Supplement to Federal Acquisition Regulations (DFAR), and Company policies and procedures. Adheres to corporate procedures for cost proposal preparation, initialization of contracts, and monitors contracts for compliance with FAR and DFAR and contract specifications. Responsible for applying appropriate costing/pricing techniques, tools, tactics and strategies to develop costing and pricing for business opportunities. Develops and reviews technical and cost proposals for accuracy and completeness. Maintains a variety of project controls including but not limited to ProCore, that track the status of: individual projects or task orders, changes to projects or task orders, RFI, shop drawings and submittal, matters involving quality controls, safety, financial performance, close-out and other aspects of the project(s) or task order(s). Analyze reports and use personal influence to create priorities that prevent delays to critical activities within the project. Review project schedules utilizing contemporary scheduling software. Proactively identify issues that could lead to problems and facilitate solutions. Supports the company's culture, values, vision, and mission. Relays the "voice" of the customer to subsidiary and functional leadership. Works as a team player within the Federal Group, collaborating with other subsidiaries and colleagues. Participate in life-long learning opportunities and professional development. Participate in weekly staff meetings and industry networking functions. Project Management: Go-No-Go project reviews, estimating, bid reviews, writing proposals, leading capture teams, ability to read bid documents, managing crews and allocating resources, managing projects as necessary for primarily services that are generally in the federal market. Familiar with federal market work, in the 8(a), disadvantaged, small business, and sole source and competitive markets. An understanding of the FAR's and other states, local and federal regulations is necessary. Familiar with Mentor Proteges, Joint Ventures and Teaming Agreements. Conduct staff meetings, monitor measure and report on operational development plans, project reviews and achievements within agreed formats and timescales. Provide leadership, manage and develop direct reporting staff. Cultivate a culture of growth and high morale. Set direction, get alignment, and motivate staff. Manage and control departmental expenditures within agreed budgets. Liaise with other functional/departmental managers so as to understand all necessary aspects of operational development, and to ensure they are fully informed of operational development objectives, purposes and achievements including HR, IT, finance, contracts, marketing/business development, and administrative staff. Ensure operations meet and integrate with organizational requirements for quality management, health and safety, legal stipulations, human resources and environmental policies. Clear communication with executive management. The ability to communicate effectively with people in all areas of a company is vital. This position needs to maintain civility in the face of multiple problems and be willing to reassess and reorganize when traditional solutions aren't working. A successful Director is a strong, organized individual who is not easily distracted, and yet is willing to adapt when change is called for. Must be able to guide a project team from the start to the finish of multiple projects, including proactively leading the client from NTP to CPARS. Flexibility to work outside normal working hours. Ability to travel. Perform any other duties assigned by management.

Bachelor's degree in engineering or construction management or 15 years of directly related experience if no degree. The Director will have experience of the management of construction operations and leadership of technical and operations staff. A minimum of 10 years of experience is required in construction, environmental, and services in the Federal market. Ability to demonstrate increasing levels of responsibility from craft work through successful project management, to senior leadership. Proven staff management and leadership experience with projects. Demonstrated experience leading proposals. Proficiency in Procore and Microsoft applications (Word, Excel, PowerPoint). Ability to manage projects from start to finish through Procore. Ability to understand project status reports and other related financial tracking of contracts. Demonstrated ability to build trust and business relationships with customers. Ability to successfully negotiate project changes. Demonstrated ability to manage client expectations and complete projects with excellent client feedback. Ability to identify and attract new staff including project managers, supervisors and craft labor.

Physical Demands
Frequent sitting for prolonged periods of time, using hands/fingers requiring dexterity and coordination to handle files and single pieces of paper, reaching with hands and arms for items above and below desk level, talking, hearing, and seeing (up close, at a distance, along the periphery, with depth perception, and the ability to adjust focus); walking from place to place within the office with occasional use of stairs and no elevator available; bending, pushing, pulling, and standing for up to 2 hours; occasional lifting of up to 25 pounds such as small office equipment, files, stacks of paper, reference and other materials. Work is performed in an office setting with ability to speak and receive phone communications often.
