SUMMARY:

The Sites Planning Agent (SPA) Program Manager shall have experience of demonstrating a thorough understanding of the surface combatant land-based mission, engineering, and operations, as well as experience with management of a major technical information support contract (Navy preferred). Demonstrated leadership qualities, effective verbal and written communication skills, the ability to work independently, and thorough knowledge of the Navy's contractual processes is required.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

* Manage a Navy/AEGIS-centric information technology (IT) and strategic planning contract for multiple Work Areas (WAs) in various Land Based Test and Training Sites (LBTTS) and DoD/AEGIS mission projects.
* Understand missions of the Surface Combat System Center (SCSC), AEGIS Training & Readiness Center (ATRC), Ship Self Defense System (SSDS), and the Integrated Warfare Systems Laboratory (IWSL)
* Interface with Government sponsors, financial support personnel, and Principal and Senior Systems Engineers to develop personnel and project plans necessary to develop Task Planning Sheets (TPSs) for FY and out-year funding requirements to ensure critical mission objectives at the LBTTS are achieved.

* Maintain verbal and written communication with the Contracting Officer's Representative (COR) and providing near-term and long-range analysis and funding requirement projections for contract personnel.
* Work with various Government personnel on AEGIS engineering and technical projects on information necessary to develop mission project POAMs.
* Develop annual technical In Process Review (IPR) briefing packages for formal presentation to the Government and contract officials that cover Navy-critical mission projects at AEGIS and SSDS test and training sites.
* Develop and deliver monthly reports that cover all AEGIS and SSDS engineering, configuration management, logistics, and program development.
* Conduct new hire interviews to determine AEGIS experience, technical, and higher-level educational qualifications to meet contract requirements before hire.
* Implement established NSWCDD contracting policies and procedures and adhere to DoD scheduled and ad hoc reporting requirements.
* Other duties as assigned.

EXPERIENCE, EDUCATION, AND LICENSURE:

* Minimum ten (10) years of leadership experience and responsibility in DoD contract management.
* Minimum ten (10) years of surface combatant tactical combat system and communications system design and experience in the coordination of facility and surface combatant combat system element design, acquisition, and logistics support, and change control.
* Five (5) years recent experience in surface combatant experience and/or five (5) years' experience with major programs such as AEGIS, SSDS, FFG, LUSV, or USCG.
* AEGIS Combat System (ACS).
* Experience in or knowledge of LBTTS missions.
* Must have a DOD Secret security clearance.

* Must have strong verbal and written communication skills.
* Ability to make informed and agile decisions at a moment's notice.

TRAVEL:

As assigned.

WORK AUTHORIZATION/SECURITY CLEARANCE:

DoD Secret or higher security clearance, or the ability to obtain and maintain a Secret clearance. U.S. Citizenship is required.

ADDITIONAL QUALIFYING FACTORS:

A satisfactory background screening, negative drug test, positive references and proof of identity and legal authorization to work in the United States are required.
