Job Overview
The Task Order Estimator researches RFPs, Statement of Work (SOW) and other proposal documents necessary to develop and populate complete, competitive cost proposals within corporate and client constraints. Work Model: Onsite
Responsibilities
Essential Duties & Job Functions:
- Employs a variety of estimating methods to present accurate costing factors for labor, material, equipment, tools, vehicles, and ODCs.
- Analyzes solicitation requirements to provide accurate costing data and factors to determine labor, material, equipment, tools, vehicles, and ODCs requirements for cost proposals.
- Works with team members to provide estimates for facilities maintenance projects performed on the COSMIC contract.
- Reviews customer solicitation, and contract specifications, drawings, and attends pre-bid meetings to determine scope of work and required content of estimates & provide complete conceptual estimates and estimates prepared with incomplete plans to carry through to final estimates.
- Develops Basis of Estimates (BOE) to substantiate and document estimates for direct labor, Bills of Material, ODCs, and subcontracting requirements.
- Drafts PWS/SOW, Bills of Material, and CLIN structure for subcontracting requirements in support of proposal estimating.
- Supports proposal efforts as necessary to ensure sufficient supporting documentation (e.g. Sole-Source Justifications, Price Analysis, etc.) is available to for customer inquiries, negotiations, and future audits.
- Drafts technical narratives, detailed schedules, activities, travel requirements, durations, and resources for proposals.
- Develops estimate timeline and schedule of internal and external cost/price deliverables.
- Generates and organizes final cost proposal deliverables for submission.
- Performs other related duties as assigned.
Job Requirements
Mandatory:
- High School diploma or equivalent.
- Planning/Estimating experience in more than one of the following fields: Electrical, HVAC, Plumbing/Pipefitting, Utility Systems, High Voltage Electricity, Carpentry, and/or Painting.
- Two (2) years college or vocational training in area of specialty desired or five (5) years relevant experience, or any equivalent combination of education/ experience for total of five (5) years.
- Experience with estimating and cost control.
- Experience estimating with P&ID drawings.
- Working knowledge of RS Means estimating program or equivalent, desired.
- Knowledge of Microsoft Office with a proficiency in Excel.
- Thorough understanding of corporate and industry practices, processes and standards, estimating techniques, engineering, scheduling, project delivery and cost control.
- Good communication and interpersonal skills.
- Valid state Driver's License with acceptable driving record pertinent to the position.
- Ability to successfully pass any background checks and/or drug testing required on the contract.
