Senior Program Manager BB&E is a full service civil and environmental engineering and consulting firm, headquartered in Northville, Michigan, which services both the Federal and Industrial sectors throughout the United States. BB&E team members provide Environmental Consulting, Facilities Engineering and Program/Project Management Services to Federal and private sectors.
Position Summary
BB&E is seeking a dynamic and detail-oriented Senior Program Manager to join our team supporting the Air Force to support on-base MILCON activities at FE Warren including but not limited to providing support for project and construction management activities, establishing a robust foundation for project delivery, baseline scheduling and budgeting for critical path work, cross-project risk analysis, and identification of permitting and cost recovery priorities.The position will require onsite weekly travel 3-4 days/week for six months. All travel expenses will be paid by BB&E.
Job Duties & Responsibilities
- Partner with the Owner team lead in delivering complex infrastructure projects with a specific focus on hardened, underground, and mission-critical DoD facilities
- Enhancing project controls, defining the SATAF detachment operating model, mapping stakeholder roles, and aligning personnel to lead key construction
- Managing projects with tight, DoD-approved supply chains and stringent compliance requirements
- Navigate delivery risks, resolve scope and schedule conflicts
- Establish robust governance structures, manage cross-disciplinary teams, and ensure adherence to security, safety, and quality protocols unique to defense-related construction
Key Qualifications
- U.S. Citizenship and the ability to obtain/maintain a NACI/CAC is required
- Certification: PMP preferred
- Knowledge and Competencies
- Experience with complex infrastructure build e.g., missile launch sites, underground facilities and structures, and high-level safeguards and security systems
- Exceptional organizational and problem-solving skills
- Ability to work collaboratively in a dynamic, team-oriented environment
- Strong Communication Skills: Excellent verbal and written communication skills, with the ability to effectively convey technical concepts to diverse audiences
- Software: Proficiency using MS Office including Excel, Word, and PowerPoint
- Self-Starter: Highly motivated, with the ability to manage multiple tasks and deadlines autonomously
Experience & Education
- Experience: A minimum of 9 years in DoD or equivalent federal agency infrastructure programs preference for roles supporting similar mission sets is required
- Education: A minimum of a Bachelor of Science degree, or any bachelor's degree in any field and 10 years directly applicable experience is required. Degree(s) must be from an accredited college or university. Masters of Science preferred.
Physical Requirements
- Ability to stand/walk/climb/kneel/crouch and remain in a stationary position/sit at least 60% of the time
- Ability to operate office equipment, including computer, copy machine, phone, etc.
- Ability to use hands to finger, handle or feel objects or controls; reach with hands and arms
- Capable of lifting up to 10 lbs.
- Ability to see details of objects that are less than a few feet away
- Ability to understand the speech of another person, speak clearly so listeners can understand, and talk or hear both in person and by telephone
