Technology Solutions Manager

Environmental Science Associates (ESA) is looking for a skilled Senior Technology Solutions Manager with a minimum of 10+ years of experience to join our dynamic software development team based in Portland, Oregon, or remotely. In this role, you will lead a high-performing team, develop and manage profitable projects, and contribute to a range of projects that address the complex challenges of environmental sustainability, drive data-driven decision-making, and implement innovative solutions that drive positive ecological outcomes.

This senior-level position is part of our Technology Services consultant team, which provides software development expertise to a diverse group of public sector clients, including the California Department of Water Resources, Bonneville Power Administration, and the Washington Department of Fish & Wildlife, among many other local, state, and federal agencies and private sector clients.

Your work will focus on managing and building a portfolio of projects to design and build web applications that promote environmental conservation and stewardship, efficiently manage large and complex datasets, and streamline workflows.

You will bring your technical expertise, excellent communication and leadership skills, and innovative mindset to actively lead a team of developers, GIS analysts, technical architects, project managers, and product leads to create high-quality, user-centric, scalable, and engaging software solutions for our clients.

Who You Are

• You have at least 10+ years of professional experience in a relevant field, with significant experience in a consulting role and demonstrated leadership skills with a record of business success and growth.
• You have significant experience managing the overall project life cycle, from developing project proposals and drafting scopes of work, to overseeing day-to-day project assignments and tracking financial performance.
• You possess excellent communication skills and have the ability to speak persuasively about complex topics to individuals and groups.
• You know how to get things done and can demonstrate long-standing relationships with public sector or private development clients
• You have expert knowledge of data management, analysis, and interpretation concepts and recognized experience and expertise in leading software application development for major, high-complexity environmental projects.
• You are self-aware, self-motivated, respectful, and empathetic toward others.
• You constructively give and receive feedback and work collaboratively with a team mentality.
• You are passionate about working on environmental projects and collaborating with public sector clients as a subject matter expert.
• You are an effective communicator, capable of articulating decisions and collaborating efficiently with others.
• You are organized, analytical, and skilled in problem-solving and applying systems thinking.
• You thrive in collaborative environments and are experienced working within an Agile framework.
• You are based in the Portland, Oregon area or have the ability to work remotely during Pacific time zone business hours and are able to travel to the Portland office 1-2 times a year for team meetings.

What You Will Do for ESA

• Serve as Project Director, Project Manager, and/or senior technical advisor on the team's most complex, unique, and/or large projects.
• Use your technology expertise and creative problem-solving to deliver innovative, user-friendly, cost-effective solutions for our clients.
• Ensure successful delivery and profitability of your team's services and projects and work with other Managers to ensure successful overall financial and operational success of the business group.
• Critically review project deliverables, including reports and design documents, and/or software features prepared by others, and provide constructive feedback to staff at all levels.
• Ensure that QA/QC policies and procedures are implemented and followed at the project and team level.
• Ensure you and your team maintain technical expertise to meet client needs and expectations and monitor emerging technologies and practices to position ESA within our market sectors.
• Recruit, manage, and develop a high-performing team of software developers, business analysts, UX designers, and data scientists.
• Actively participate with leadership to set the strategic direction and goals for the group.
• Negotiate critical and controversial issues related to project deliverables and client relationships with limited direction.
• Provide a high degree of creativity, judgment, and foresight in planning and organizing the team's processes and procedures.
• Demonstrate equitable and inclusive ways of working with others, treating others with respect, empathy, and dignity.
• Support and at times lead the practice's marketing and business development pursuits.
• Participate in regional and national professional associations, conferences, and networking activities, and publish thought leadership pieces to increase ESA's visibility.
• Maintain a high degree of involvement and visibility in relevant professional and business organizations and associations.
