Job Purpose

The Telecom Engineering team is responsible for the engineering, design, and implementation of cost-effective and reliable telecommunications solutions that align with National Grid's telecom policies, processes, procedures, standards, and overall network strategy. These solutions play a critical role in supporting the construction, operation, maintenance, and restoration of National Grid's electric and gas delivery networks.

The scope of this role includes the development and implementation of private radio networks, fiber optic networks, microwave systems, smart grid communications, and leased wired and wireless telecom services. The engineering and integration of these telecom systems are essential for maintaining the efficiency, security, and reliability of National Grid's infrastructure

Key Accountabilities
  • Develop both non-complex and complex telecommunications projects based on a Complexity score.
  • Analyze telecommunications requirements, evaluate available solutions, provide recommendations, and oversee the implementation of approved solutions for internal and external stakeholders.
  • Utilize existing process flow walk-in projects into the work plan portfolio
  • For Non-complex projects:
    • Work with Telecom Engineering to outsource engineering
    • Coordinate with Resource Planning or Project Management to implement the construction
  • For Complex Projects:
    • Based upon the project need craft the 4.1 Project Book identifying the robust business case and Need for undertaking the project
    • If necessary, present the calculated project complexity at the Complexity Scoring meeting
    • Review the Project Book finding, recommendations, Options, Preferred Option with Management and co-workers
    • Determine Options cost using standardized methods
    • Finalize the Project Book and Checklist and present to Senior Management to meet or exceed established milestones
  • Update the forecast file as needed
  • Be available for site visits
  • Be available for field work/inspections to obtain firsthand information regarding substation and line assets
  • Use strategic asset management fundamentals and techniques to prioritize assets and identify risks per applicable options
  • Employ Whole Life Costing fundamentals to compare options when requested
  • Assist during Rate Case Filings in the preparation of Project Data Sheets (PDS) PDS's contain an overview of the upcoming project, budget, and schedule. Assist in response to Staff Information Requests (IR's) as needed
  • Review 4.2 Options Solutions Engineering reports for inclusion of Gate A proposed project scope
  • Research new technologies, investigate implementation strategies, and drive the conceptual development of innovative projects/solutions
  • For walk-ins and Low complexity projects, create the necessary justification and walk-in documents to the Capital Plan. Justify these projects as required at the Pre-Portfolio Controls Meeting (Pre-PCM)
  • Assist with pilots where new technology is tested and evaluated in the field
  • Assist in the development of the five-year work plan and fifteen-year Strategic Asset Management Plan
Supervisory/Interpersonal- Experience Required
  • Experience building and maintaining a network of relationships, with both internal and external stakeholders.
Qualifications
  • 10 plus years of Telecommunication experience with a regional or national telecommunication company.
  • Must have a minimum Bachelor of Science degree in Engineering Technology, Mechanical or Electrical Engineering.
  • Institute of Asset Management (IAM) Certificate preferred.
  • Be capable of obtaining NERC CIP security clearance with the associated background search (social security verification and seven-year criminal history check)
  • Complete NERC CEII training within the first few weeks of employment
  • Be proficient with the applications within Microsoft Office 365
  • Strong inter-personal skills
  • Analytical, critical thinking and problem-solving skills
  • Demonstrated ability to apply technical knowledge in a working environment
  • A valid driver's license required with a safe driving history that meets National Grid's Safe Driver policy
  • Ability to prioritize work and be a team member on multiple projects at one time.
  • Knowledge of safety policy and potential hazards of the electrical Distribution and transmission network

Upstate NY - $133,000 - $157,000

Downstate NY - $161,000 - $189,000

New England - $150,000 - $176,000

Internal candidates will be assessed and provided offers against the minimum qualifications of this role and their individual experience.
