Air Quality Specialist BB&E is a full service civil and environmental engineering and consulting firm, headquartered in Northville, Michigan, which services both the Federal and Industrial sectors throughout the United States. BB&E team members provide Environmental Consulting, Facilities Engineering and Program/Project Management Services to Federal and private sectors.
Position Summary
BB&E is looking for an Air Quality Specialist for an in-person position to assist the NASA Armstrong Flight Research Center (AFRC) at Edwards Air Force Base, California, under the NASA Environmental Support Services (NESS) contract. This position will provide on-site Advisory and Assistance Services (A&AS) support for the AFRC Environmental Compliance team. Job Duties & Responsibilities
- Support the air quality program at AFRC.
- Interpret State (CARB), Federal (EPA), and local rules/regulations.
- Advise applicants and prepare permit applications for CARB and local regulators.
- Support the implementation of a GHG program, ensure compliance with applicable laws, regulations, executive Orders, and NASA policies and procedures.
- Facilitate and participate in pre-application permit meetings and provide input to the site environmental office for negotiation with regulatory agencies.
- Identify potentially new/modified source(s) of regulated air pollutant(s) to determine if a permitting action is required. Prepared applications as needed.
- Review and update data for air permit sources, prepare and submit air permit modifications as required, and retire permits if the process qualifies for an exemption.
- Deliver air permits to the designated personnel and train everyone on the terms and conditions of the permit they are given. Track training, certifications and maintain records, including outside vendors, to show compliance with Federal, State and/or local requirements.
- Prepare and support variance material for Hearing Boards and publish Public Notices.
- Manage the collection, storage, and validation of all air emissions data, including the air emissions inventory, calculations; operation and maintenance records; monitoring data, including parametric monitoring; material usage; run-time, refrigerant maintenance.
- Complete data entry and maintain NASA's Air Permit Tracking System (APTS) to track material usage, generate throughput reports, track facility-wide emissions, update SDSs and emissions factors.
- Review and provide recommendations for AFRC Product Review for Hazardous Chemical Purchase.
- Review and update data for the In-Use Off-Road Diesel Vehicle Regulation using the Diesel Off-Road Online Reporting System (DOORS).
- Review and update data for the Large Spark-Ignition (LSI) Engine Fleet Requirements regulation using the CARB on-line system.
- Review and update data for the CARB CLEAN Truck Check regulation.
- Review and update data for the Gasoline dispensing system requirements (Phase I and II Vapor recovery requirements).
- Prepare Air Toxics Report using the CARB Hot Spots Analysis Reporting Program (HARP) Database as required by the State and Local Air District regulations.
- Submit air quality compliance records provided by permit holders as requested by local, state and Federal regulatory agencies.
- Coordinate, schedule, and provide on-site support to physical compliance inspections by these agencies.
- Prepare corrective action plans with the permit holder for non-compliant findings from the air quality compliance inspections performed.
Key Qualifications
- U.S. Citizenship and the ability to obtain/maintain a NACI/CAC is required
- Knowledge
- Ability to analyze data, write reports, and present results to NASA Technical Managers
- Ability to review air permit sources and optimize practices for cost savings for industrial and/or federal facilities
- Ability to coordinate with outside stakeholders and regulators on air-technical and policy issues
- Strong Communication Skills: Excellent verbal and written communication skills, with the ability to effectively convey complex technical concepts to diverse audiences are required
- Software: Proficiency using MS Office including Excel, Word, PowerPoint, and Teams
- Self-Starter: Highly motivated, with the ability to manage multiple tasks and deadlines autonomously
Experience & Education
- Experience: A minimum of 5 years' experience as an Engineer or Environmental Scientist developing and reviewing air permit applications and optimizing practices to save costs on permit fees for industrial and/or federal facilities for Air Quality Management Districts in CA is required; experience coordinating with outside stakeholders and regulators on-air technical and policy issues is required
- Education: A minimum of a Bachelor's degree in Environmental Science, Engineering, or related fields is required

- Work Environment: Must be comfortable working both indoors and outdoors, with exposure to varying weather conditions; some exposure to hazards/contaminants, occasionally required to navigate rough terrain, work in confined spaces, and operate at heights
- PPE & Safety: Required to wear personal protective equipment (PPE) as necessary; may encounter hazards or contaminants during work tasks
Compensation, Benefits & Perks
- Salary range - $90,000-130,000
