Overview
Nakupuna Consulting is seeking a highly experienced Project Manager to lead a Wireless Network Modernization Project in support of the United States Marine Corps (USMC). This role is responsible for overseeing the planning, execution, and risk management of a large-scale wireless infrastructure refresh and expansion across multiple military installations. The hybrid position will require on-site work in Stafford, VA, and Arlington, VA, ensuring direct coordination with Government stakeholders, technical teams, and subcontractors to drive project success.

Manage the full project lifecycle, from initiation to completion, ensuring the deployment of wireless network infrastructure is on time, within scope, and on budget.
- Develop and execute project plans, including schedules, budgets, risk management strategies, and resource allocation to meet contract objectives.
- Lead and coordinate On-Site Project Managers, ensuring project execution aligns with technical requirements, base-specific constraints, and stakeholder expectations.
- Oversee installation and configuration of wireless controllers and access points, ensuring seamless integration with existing infrastructure.
- Monitor project performance, proactively identifying and mitigating risks such as stakeholder coordination challenges, Public Works approvals, logistics delays, RF interference, and security compliance.
- Engage with Government stakeholders, including Base S6/G6, 2nd Network Battalion, Public Works, and tenant organizations, to secure permits, approvals, and necessary infrastructure modifications.
- Manage procurement and supply chain processes, ensuring timely acquisition and deployment of wireless network equipment, cabling, and supporting hardware.
- Ensure adherence to cybersecurity requirements, overseeing configuration validation, security compliance, and network hardening.
- Provide regular status updates to Government leadership, tracking progress through key performance indicators, weekly reports, and risk assessments.
- Lead project meetings, ensuring alignment among technical teams, subcontractors, and client stakeholders to facilitate smooth execution.
- Interface with ISTC leadership personnel, staff all tasks, formulate and enforce work standards, create personnel, and project schedules, review work discrepancies, and communicate Government policies, purposes, and goals to employees and all subcontractor support teams.
- Maintain and manage the client and key stakeholder relationships at the senior levels of the organization.
- Meet with the ISTC leadership, base-level stakeholders, and contractor personnel to formulate and review task plans and deliverable items.
- Ensure timely operations for corporate requirements (e.g., Annual Personnel Performance Management, Timekeeping, expense reports, etc.) are completed consistently and accurately.
- Communicate policies, purposes, and goals of the organization to all operational staff.
- Develop full-scale project plans and ensure that the project is delivered on time, within scope, and budget.
- Assist in the definition of project scope and objectives, involving all relevant stakeholders, and ensuring technical feasibility.
- Manage project teams, customer relations, and resource allocation.
- Implement and manage project changes and interventions to achieve project outputs.
Qualifications
Education and Experience:
- 10+ years of IT project management experience, preferably in wireless network infrastructure, telecommunications, or DoD modernization projects.
- Bachelor's Degree
Skills/Qualifications:
- Proven experience managing large-scale network modernization efforts, particularly wireless deployments across multiple sites.
- PMP certification preferred; experience working under IDIQ contracts is a plus.
- Strong knowledge of wireless networking (Aruba & Cisco), including network architecture, controller integration, RF planning, and cybersecurity compliance.
- Expertise in construction methodologies and facilities coordination, including permitting, A&E package preparation, and Public Works engagement.
- Proficiency in project management tools such as Microsoft Project, Excel, Outlook, PowerPoint, and collaboration tools like SharePoint/Teams.
- Exceptional leadership and communication skills, with the ability to motivate teams, manage stakeholders, and present project updates to senior leadership.
- Understanding of DoD security regulations, FIPS 140-2 encryption, and USMC compliance requirements.
- Ability to work in a fast-paced environment and adapt to evolving project requirements.
Clearance Requirements: U.S. Citizen with an active Secret clearance required.
Work Environment & Travel Requirements:
- Hybrid role, requiring on-site support in Stafford, VA, and Arlington, VA, with dedicated travel to military installations for site assessments, stakeholder engagement, and project oversight.
- Must be able to obtain base access credentials and work within military environments.
