Overview

Nakupuna Consulting is seeking a Management and Policy Analyst to join our team of talented consultants providing professional services to the Department of Defense's Office of the Director of Administration and Management (ODA&M), Senior Administrative Office (SAO). The ideal candidate understands Department of Defense (DoD) policy, is comfortable working closely with stakeholders across the Office of the Secretary of Defense (OSD), and can gather information, review data, and create data visualizations or white papers to help promote efficiency across ODA&M. This position supports both senior-level Government officials and the contractor team.



Responsibilities

    Develop and submit talking points and read ahead materials for the SAO Director and ODA&M in preparation for senior level Governance Forums to include the Deputy's Management Action Group (DMAG), Workforce Management Group (WMG), and Defense Workforce Council (DWC).
  • Draft and deliver meeting notes to the SAO Director, capturing substantive takeaways, along with providing recommended next steps and analysis.
  • Research, edit, and construct Standard Operating Procedures (SOPs) in support of the ODA&M mission.
  • Identify SAO objectives, goals, and performance metrics to enable SAO to measure and track the impact of its policies across ODA&M.
  • Provide professional analysis and data visualizations illustrating industry best practices and their applicability across various business areas to include program management, administration, budget, and manpower.
  • Synthesize information to draft executive summaries, narrative reports, Congressional responses, and other deliverables. Identify gaps in information and collaborate with DoD stakeholders to complete taskings on or ahead of schedule.
  • Build, revise, and edit policy and program deliverables for the client, including presentations, briefings, spreadsheets, memos, and other materials.
  • Keep leadership abreast of program execution and any issues (e.g., policy concerns, technical problems, project delays) that may impact achievement of client deliverables or that may exceed defined scope of work.
  • Participate as an active member of the Government/contractor team in the development of policies and procedures and long-term strategic planning, and function as an effective team member to enhance overall service delivery.


Qualifications

Skills/Qualifications: The ideal candidate is an experienced policy analyst that is eager to learn and thrive in a team environment. Specifically, the candidate will be proficient in the following:

  • Strong writing and analytical skills.
  • Excellent problem-solving abilities and keen attention to detail.
  • Exceptional client-facing communication skills.
  • Understanding of DoD policy and program execution.
  • Highly organized.
  • Experience working with Senior Executives in the Government, preferably the DoD.
  • Ability to work under pressure and to adapt quickly in a changing environment.
  • Proficiency in Microsoft Office products (Word, Excel, Outlook, PowerPoint, and SharePoint) is required. Proficiency in Power BI or other business intelligence tools is highly desired.

Education and Experience Required:

  • Bachelor's degree from an accredited university or college
  • Three (3) to Five (5) years of DoD experience

Clearance: This position requires an active Secret security clearance. Must be a U.S. citizen.

Location: Work is performed on Government site at the Pentagon and Mark Center, within Nakupuna offices in Arlington, Virginia, and via telework. Employment is not full-time telework but conducted in a hybrid schedule consisting of both on-site support and telework. Employees will work in close proximity with Government personnel. Core work hours are 0800 to 1700 Monday through Friday except holidays.
