Summary

The IT FinOps Manager, positioned within the Technology Business Management Office of NYPA's Information Technology unit, reports to the Senior Director of IT Strategic Planning. This role is pivotal in establishing and enhancing NYPA's Cloud Financial Operations (FinOps) by developing internal frameworks in line with industry standards like ISO 19770, ITIL, and NIST CSF 2.0. The focus will be on maintaining compliance and fiscal responsibility, with continuous monitoring and improvement to adapt to the evolving technology landscape.

The role requires a comprehensive understanding of implementing FinOps across major cloud providers such as Microsoft, AWS, Google, and SaaS solutions. Responsibilities encompass establishing the FinOps discipline, monitoring and analyzing usage and spend patterns, creating reports and dashboards, and recommending optimizations and risk mitigations. Additionally, the FinOps Manager will oversee some aspects of IT Asset Management, ensuring integration with governance, controls, compliance, and full lifecycle management for both hardware and software assets.

Effective communication and collaboration are crucial for this position, requiring strong leadership and relationship management skills to work across various teams and disciplines, including Risk, Finance, IT infrastructure, and IT Leadership. The role demands strong financial acumen, hands-on data analytical skills, and a solid understanding of industry standards and best practices to influence and drive work through others within the organization.

Responsibilities
  • Support in the development and implementation of IT best practices in accordance with industry standards.
  • Support the maintenance governance process, policies and procedures.
  • Support the maintenance of repository and other tools supporting the governance process.
  • Liaise with enterprise partners (e.g. Internal Audit, Risk, Business Controls, Finance) and collaborate across IT to ensure IT responsibilities to those partners are fulfilled (e.g. risk assessments, audit plan and audits, governance documentation updates)
  • Collaborate with IT internal groups to ensure effective implementation of governance principles throughout project life cycles and maintenance upgrades.
  • Familiarity with compliance principles to ensure IT Governance principles are not in conflict.
  • Support change management controls to ensure internal IT controls are implemented.
  • Support IT groups to help prepare budget documents, budget reports and expenditure analysis.
  • Assist in developing training to ensure NYPA employees have reviewed and understand NYPA IT policies and procedures.
Knowledge, Skills and Abilities
  • Advanced knowledge of systems supporting governance processes
  • Advanced knowledge of IT management frameworks (e.g. COBIT5, ITIL and ISACA) with the ability to remain informed of changing requirements
  • Excellent communication skills and ability to build successful relationships across a wide range of IT teams, business unit leads and senior management.
  • Strong interpersonal skills and ability to mentor and guide staff members, developing each team member's technical and professional skills.
Education, Experience and Certifications
  • Bachelor's degree in Computer Science, Finance, HR, Engineering, or related discipline.
  • 6 years of experience with information technology as an analyst or in a technical role preferred.
  • Utility industry experience preferred.
Physical Requirements

Up to 5% travel to NYPA site locations.

The New York Power Authority is committed to providing fair, competitive, and market-informed compensation. The estimated salary range for this position is: $127,200.00 - $174,900.00. The salary offered will be determined based on the successful candidates' relevant experience, knowledge, skills, and abilities.
