Job Summary:

The Housing Occupancy Specialist uses administrative and technical knowledge that enables our person served to secure and maintain safe, affordable, and sanitary housing. The Housing Occupancy Specialist will collect, organize, and manage HUD accounting data. The primary responsibilities include running data queries, maintaining data integrity and security, and ensuring the proper sorting and organizing of databases.

This is a non-exempt position.

Essential Functions of Position:



  • Attend and reply to any data requests by analysts, senior management, and/or person served and guardians, maintaining excellent organizational skills and data integrity.
  • Attend any necessary Resman Trainings with the goal of becoming a resident expert on Resman Information Systems.
  • Generates The Department of Housing and Urban Development (HUD) Housing Assistance Payments (HAP) vouchers for all HUD projects.
  • Manages all HUD move-ins, move-outs, interim re-certs and annual re-certs for residential programs across the assigned service areas.
  • Verifies HUD Deposits through HUD secure systems and reconciles variances in payments.
  • Prepares HUD Deposits for Accounting to process.
  • Supports the Housing, Accounting, and Property departments with any HUD and/or internal compliance audits.
  • Scans rent checks and/or HAP payments when needed as assigned by the supervisor.
  • Supports programmatic staff by performing data requests in a timely manner.
  • Generates monthly debt reports and meets and/or communicates with program leadership about said reports and tenant balances as assigned by the supervisor.
  • Attends required orientation and training, including in-service training, conferences and seminars as directed by the supervisor.
  • Processes SNAP applications for all applicable clients and works with Program Staff and/or identified representatives for the annual SNAP recertification as needed.
  • Tracks all SNAP swipes on the Department of Transitional Assistance (DTA) database.
  • Maintains a relationship and regular communication with the (DTA) area office for status changes regarding SNAP benefits as needed.
  • Adheres to legal and regulatory requirements, including the Enterprise Income Verification (EIV) system.
  • Prepares data for meetings and presentations.
  • Investigates and researches accounting issues in tenant ledgers as assigned by the supervisor.
  • Maintain HMIS database by entering person served data.
  • Provides training on any job function as requested by the Director of Housing and/or other member of Bay Cove leadership.
  • Performs other duties and projects as assigned by the Director of Housing.

Other Qualifications:



  • Bachelor's Degree preferred.
  • Two to three years of experience with data entry.
  • Ability to perform basic math calculations, track income and expenses.
  • Preparing financial statements.
  • Previous experience in housing preferred.
  • Familiarity and ability to use Microsoft and Google software and strong computer skills for routine written communication. Ability to create spreadsheets and other housing applications.
  • Knowledge of basic accounting methods, practices and procedures.
  • Strong attention to detail.
  • Ability to be flexible and organized.
