Responsibilities
Project Overview: Builds solutions for the DHS that manages complex processes and connects small businesses with the DHS. The employee will grow REI's presence in these projects as well as grow the account as a whole Position Overview: This role is a blend of technical leadership, strategic innovation, and competitive solution development, focused on driving REI's growth and technical excellence. The individual will analyze and recommend new technologies, lead Agile development teams, and architect scalable solutions, particularly in cloud environments like AWS. They will support proposal development, mentor talent, and align technical strategies with business objectives. With a strong background in modern technologies and multi-vendor environments, this role plays a key part in fostering innovation, strengthening partnerships, and delivering solutions that meet both internal and client needs. Responsibilities
Define, establish, and drive the roadmap and vision for modern data analytics platform architecture, delivery, and lifecycle management, including the Enterprise Data Warehouse, Big Data, Cloud-Based Analytics, BI & Analytics, and Enterprise Data Management.
- Architect and oversee multiple aspects of an end-to-end data strategy, including data lifecycle management, governance, security, transactional data processing, data integration, advanced analytics, and data engineering best practices.
- Lead cross-functional teams of Software Engineers, Data Architects, Data Engineers, Infrastructure Architects, Cloud Engineers, SecDevOps Engineers, Test Engineers, and Business Analysts to design, develop, and implement scalable, secure, and efficient data solutions.
- Lead and contribute to technical proposal development, including solutioning sessions, and support business development through lead identification, qualification, and capture strategy alignment.
- Develop a scalable and actionable vision for how data engineering can support business expansion and REI's overall growth strategy, aligning technical capabilities with market opportunities.
- Generate thought leadership content, aligning with REI's technology strategy, and influence customers, employees, and partners through whitepapers, presentations, and industry engagement.
- Foster cross-functional collaboration within REI, mentor senior technical staff, and drive a culture of continuous learning, innovation, and technical excellence.
Qualifications
Qualifications:
- 10+ years of experience designing and delivering enterprise-scale data management and analytics platforms for Federal agencies.
- 3+ years of hands-on experience in cloud-native data architecture, data mesh frameworks, and enterprise systems engineering.
- 3+ years leading and developing technical proposal responses, including solution architecture, whitepapers, and competitive DHS environments
- 2 years of experience in Big Data Platforms such as snowflake, Databricks or Palantir
- Proven expertise in Data Engineering, Data Management, Data Governance, and Data Strategy, with a track record of implementing scalable and secure data
- Deep understanding of AI and Machine Learning, including practical applications for automation, predictive analytics, and intelligent decision-making.
- Strong knowledge of federal regulatory compliance frameworks, data security policies, process improvement methodologies, and risk management best practices.
- Experience supporting capture, sales, and business development efforts is highly preferred.

Education:
- Bachelor's or Master's degree in Computer Science, Mathematics, Statistics, or a related field is required.
- At least one cloud-based data certification (e.g., AWS Certified Data Analytics, Google Professional Data Engineer, Microsoft Certified Azure Data Engineer, Databricks Certified Data Engineer, or Snowflake SnowPro) to demonstrate expertise in modern data platforms and architectures
