Job Summary:

LCG's Growth Team is seeking an experienced Senior Web Software Developer. The Web Software Developer, Senior will support the client by designing, implementing, and enhancing SharePoint and Atlassian (JIRA) portals. This role includes ongoing Operations & Maintenance (O&M) support, business process improvements, and technical enhancements. The developer will analyze functional business applications, translate design specifications into application systems, and ensure system performance through rigorous testing and debugging. Responsibilities also include documentation, user training, and technical direction to engineers to meet project deadlines.

Key Tasks and Responsibilities:

SharePoint Development & Administration



  • Administer and update access controls, permissions, and security settings.
  • Create and manage lists, folders, and document repositories.
  • Operate and maintain the Control Point administration toolset.
  • Develop and support SharePoint business intelligence capabilities.
  • Provide content management support, including posting and updates.
  • Train users on SharePoint functionality and create user manuals.
  • Troubleshoot SharePoint-related issues and optimize site usage.
  • Liaise with Treasury's Office of the Chief Information Officer (OCIO) on operational issues.
  • Maintain and support Microsoft Project Server and Microsoft Dynamics.


Enhancements & Solutions



  • Design and implement SharePoint applications and site structures.
  • Expand and optimize document management repositories.
  • Develop and automate workflows/processes for efficiency.
  • Create dashboards, metrics, and reports using various data sources.
  • Address customization requests to improve SharePoint applications.
  • Provide recommendations for SharePoint governance policies.
  • Support metadata management and content organization


Atlassian (JIRA) Development & Administration



  • Administer JIRA, including Service Desk workflows, forms, and configurations.
  • Develop JIRA workflows, dashboards, and reports.
  • Optimize JIRA for improved tracking and collaboration.


Software Development & Web Application Support



  • Gather and analyze software and web development requirements.
  • Support Agile processes and technical best practices.
  • Design system architecture and develop full-stack applications in Python or Ruby on Rails.
  • Develop user-friendly interfaces and ensure accessibility compliance (Section 508).
  • Conduct code, security, and accessibility reviews.
  • Configure Continuous Integration (CI) systems and automated deployments.
  • Develop and document data APIs and database solutions (PostgreSQL, SQL, NoSQL).
  • Optimize system performance and troubleshoot issues.


Web Development & Front-End Support



  • Develop responsive, mobile-friendly websites using JavaScript (jQuery, Angular) and PHP (Drupal).
  • Perform usability analysis and information architecture improvements.
  • Use tools like Splunk and Google Analytics for website performance tracking.
  • Edit and manage web content, including PDF documents and CMS-based content.
  • Create UI mockups using Balsamiq, Adobe, or similar tools.
  • Develop interactive data visualizations using HighCharts and other web tools.


Qualifications:



  • 5+ years of experience in SharePoint development (2010/2013/2016) on-premises and Online (O365).
  • 3+ years of experience in Atlassian/JIRA development and administration.
  • Preferred Certifications:

    • SharePoint Online Administration
    • Atlassian/JIRA Administration


  • Experience with SharePoint content/site migration.
  • Expertise in JIRA Service Desk workflows, forms, and custom configurations.
  • Strong programming experience in JavaScript, jQuery, Angular, Python, or Ruby on Rails.
  • Knowledge of database management (PostgreSQL, SQL, NoSQL).
  • Familiarity with open-source technologies, including Red Hat Linux, Flask, Django, and Bootstrap.
  • Understanding of CI/CD tools, automated deployments, and Agile development practices.
  • Experience with Hadoop, Hive, Spark, Impala, PHP, and Drupal (preferred).
  • Strong troubleshooting and system optimization skills.


Compensation and Benefits

The projected compensation range for this position is $117,000 to $144,000 per year benchmarked in the Washington, D.C. metropolitan area. The target salary is $130,700. The salary range provided is a good faith estimate representative of all experience levels. Salary at LCG is determined by various factors, including but not limited to role, location, the combination of education/training, knowledge, skills, competencies, certifications, and work experience.
