Job Summary:

LCG's Growth Team is seeking an experienced Senior Technical Project Manager. The client is in promoting financial stability by collecting and standardizing data, conducting research, developing risk measurement tools, and assisting regulatory agencies. This role involves managing complex projects within the client database, ensuring compliance with federal policies, and driving strategic initiatives.

Key Tasks and Responsibilities:

Project Management



  • Serve as the single Project Manager point of contact (POC) for all issues and concerns during the contract's performance.
  • Possess the authority to commit and make contractual decisions on behalf of the Contractor.
  • Ensure all personnel, management, specialized equipment, supplies, and services necessary for performance are furnished.
  • Develop and implement a consistent project management approach and policies.
  • Provide project management review/audit support to ensure policy compliance and identify improvement opportunities.
  • Lead contractor teams on large and complex projects, ensuring alignment with project objectives and timelines.


Project Reporting



  • Prepare and deliver Monthly Project Status Reports to the COR, detailing project progress, work completed, upcoming tasks, risks, issues, and a financial summary.
  • Provide Weekly Project Status Reports including project updates, accomplishments, planned work, issues requiring resolution, and action items with assignments and deadlines.
  • Notify the COR when tasks or the overall Task Order is expected to exceed 75% of the ceiling price in the schedule.


Project Planning and Scheduling



  • Develop and review individual Project Plans and Schedules to ensure:

    • Timelines are appropriate for project scope.
    • Resources are adequately assigned.
    • All milestones and checkpoints are included.


  • Update project plans weekly and notify the COR of any schedule deviations.
  • Ensure compliance with the Systems Development Lifecycle (SDLC) and provide recommendations at each milestone.
  • Establish and maintain project management and governance frameworks to ensure effective project execution.


Risk Management



  • Develop, review, and maintain a Risk Registry throughout each project's lifecycle
  • Immediately notify the COR of major risks and provide mitigation recommendations.
  • Implement contingency planning strategies to minimize project disruptions and ensure operational continuity


Requirements Management



  • Support the development of project requirements and review documentation for completeness.
  • Ensure business and functional requirements are well-defined.
  • Monitor project development to verify that requirements are met and notify the COR of any deviations.
  • Conduct requirement validation sessions with stakeholders to ensure alignment with business need


Configuration Management



  • Review configuration management plans for completeness and adherence to industry best practices.
  • Monitor projects to ensure configuration management processes are followed and notify the COR of any deviations.
  • Implement best practices for version control and configuration tracking to ensure system integrity.


Quality Assurance and Control



  • Review Quality Control Plans (QCP) for completeness and best practice adherence
  • Monitor quality assurance processes and report any deviations to the COR.
  • Ensure compliance with federal policies and industry best practices through rigorous quality reviews.


Systems Development Lifecycle (SDLC) Support



  • Create and review project SDLC artifacts and technical system documents to ensure compliance with OFR and federal government policies.
  • Provide weekly feedback on project and system artifacts.
  • Immediately notify the COR of any SDLC issues encountered throughout project phases.
  • Oversee the implementation of SDLC best practices and Agile methodologies where applicable.


Stakeholder Engagement



  • Analyze complex project-related problems and develop innovative solutions related to schedule, technology, methodology, tools, solutions, and financial management.
  • Participate in stakeholder discovery sessions to gather, validate, and prioritize requirements.
  • Provide applications systems analysis and long- and short-range planning for application selection, system development, system maintenance, and production activities.
  • Engage with senior leadership to communicate project status, risks, and strategic recommendations.


Qualifications



    • A Bachelor's or Master's degree in Business Administration, Finance, Information Technology, or a related field.





      • Minimum 10 years of IT project management experience.





        • PMI certification or equivalent required.





          • Preference for Knowledge Management and Change Management certifications.





            • Agile and Scrum certifications preferred.





              • ITIL or similar service management certification is a plus.





                • Proficiency in MS Project, SharePoint, Visio, and MS Office.





                  • Experience in consulting with cross-functional teams.





                    • Strong knowledge of contingency planning for federal information systems.





                      • Expertise in creating and implementing knowledge management and change frameworks.





                      • Preference for experience in Agile project environments.





                      • Experience managing federal government projects, particularly within financial regulatory agencies.





                      • Strong background in governance frameworks and risk management methodologies.




                      Compensation and Benefits

                      The projected compensation targe salary for this position is $185,900 per year benchmarked in the Washington, D.C. metropolitan area. The salary target provided is a good faith estimate representative of all experience levels. Salary at LCG is determined by various factors, including but not limited to role, location, the combination of education/training, knowledge, skills, competencies, certifications, and work experience.
