$5,000 Sign-On Bonus*

This position works under the General Supervision of Engineer V of the Wastewater Design and Construction Division, and manages, with direct responsibility, for the successful completion of assigned Capital Projects. Projects include design and construction for major and complex wastewater treatment, collection and transmission, sanitary sewer, and pump station projects. Duties include:

  • Manages all aspects of both design and construction work from initial scope development to construction close-out. Responsible for overall management of highly technical, diverse projects critical to the county and often non-routine, for compliance with federal, state, local regulations and code. Responsible for project quality assurance, customer satisfaction, schedule development and monitoring, permitting, payment, certification, contract management for both design and construction.
  • Works closely with using agencies to develop detailed scopes of work for assigned capital projects, formulates total project estimates and budgets, manages overall project budgets and provides project status updates as required.
  • Continually seeks to expand safety knowledge through training, mentoring, self-study or other methods of continuous learning.
  • Clearly communicates safety expectations to employees within work unit. Resolves safety-related matters in a timely manner. Ability to drive safely county vehicles. This position description is not intended to be all inclusive.

Position resides in Capital Facilities, Wastewater Design and Construction Branch, in the Department of Public Works & Environmental Services.

The Wastewater Design and Construction Division manages the design and construction of capital projects for wastewater infrastructure in Fairfax County to include work at the Noman M. Cole Jr., Pollution Control Plant and the network of sanitary sewer collection systems throughout the County..

* This position includes a signing bonus for fully qualified new county employees in the amount of $5,000.



Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus, four years of progressively responsible professional experience in the appropriate engineering or architectural field.

CERTIFICATES AND LICENSES REQUIRED:

  • A valid driver's license.
  • Possession of a valid Virginia Professional Engineer or Architect license.

An individual who possesses a valid Professional Engineer or Architect license in another state will be granted a temporary exemption to this requirement pending the Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers & Landscape Architects decision regarding that individual's application for reciprocity. As a Professional Engineer or Registered Architect, signs and seals own work product and/or that of subordinate staff.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  • Bachelor's degree with major course work in civil/environmental engineering or related field.
  • Five years of progressively responsible project management experience in the wastewater engineering design and construction field.
  • Outstanding oral and written communications skills.
  • Experience in planning, budgeting, design, construction, project management, and construction contract administration of complex wastewater treatment and collection projects. Knowledgeable of various wastewater treatment and collection processes and wastewater treatment plant operations.
  • Detailed knowledge of local, state, and federal environmental regulations. Demonstrated expertise in managing multiple capital projects concurrently.
  • Demonstrate innovative and efficient project management practices for the expedited completion of capital projects.
  • Experience in conducting public meetings on capital project issues. Experience with Microsoft Office software (Word, Excel and PowerPoint).
  • Advanced information technology skills including AutoCAD, GIS, MS Project/Primavera and Access.
  • Must be highly motivated; possess the skills necessary to work in a fast-paced collaborative team environment; and be oriented toward providing outstanding customer service to user agencies and project stakeholders.

PHYSICAL REQUIREMENTS:
Ability to lift 30 pounds overhead. Ability to participate in and understand verbal conversations at typical speaking volume and pace as well as respond to audio alarms and verbal warnings on construction sites, over the phone, and in the office workplace. Ability to produce organized and legible handwritten, typed/computer generated documents including the use of graphics. Must be able to physically navigate rough and slippery terrain found at typical construction sites to perform field inspections at project construction sites or potential sites for future facilities to make direct observation of work in progress including recognizing unforeseen hazards such as sharp objects, warning signs, slippery surfaces, steep depressions, tripping and fall hazards, sudden movement of heavy equipment. All duties performed with or without reasonable accommodations.

BONUS ELIGIBILITY:
Positions within this classification that are general merit may be eligible for a one-time hiring incentive bonus for new county employees only. This bonus program requires a signed payback agreement between the department and employee.
