Workforce Development Coordinator

Job Objective: To develop and implement workforce initiatives that provide job training, career support, and employment opportunities for individuals in substance abuse recovery. Build partnerships with employers and community organizations to create sustainable career pathways and promote long-term economic stability.

Essential Functions:



  • Responsible for the implementation of the Workforce Development Program


  • Coordinates with the Recovery Home staff on scheduled groups, individual meetings, space usage, and client care.


  • Provides assessment of clients for the program and completes workforce development plan.


  • Provides oversight for the orientation of clients to the program.


  • Develop a curriculum for the program and continual updates as needed, which will include:


  • Assessment of education, experience, and special needs


  • Assessment of criminal record


  • Resume writing/Cover letters


  • Job searching techniques


  • Assessing career options


  • Applications - online and paper


  • Interview skills and attire


  • Communication at work


  • Conflict at work


  • Habits of a good employee


  • Ensures clients fully participate in their program through weekly file updates and client interviews.


  • Ensures all forms are completed and maintained accurately.


  • Ensures all reports, and billing information is submitted appropriately.


  • Supervises, schedules, and organizes staff, volunteers and trainers for the program


  • Provide training to the program participants on employment topics.


  • Teaches computer skills for Word, Excel, search engines, email, and online applications.


  • Provides coordination of services with partners, employers, and resources to assure quality programming.


  • Develop and maintain relationships with employers, community leaders, and government officials to provide innovative and successful employment programs.


  • Provides oversight for follow-up with clients and employers at 30, 90, and 180 days.


  • Troubleshoot problems with clients and employers to maintain employment.


  • Ensures compliance with all funding guidelines and Salvation Army policies.


  • Represent The Salvation Army at various conferences and meetings as assigned.


  • Continue to assess the program and look for future development areas.



Relationships: This individual relates to and interacts with a wide range of contacts both within and outside The Salvation Army, including, but not limited to, staff, department heads, and community employers. In these contacts, they represent the Army and its mission.

Performance Measures: This individual will be evaluated on how effectively and efficiently the position's outcomes are achieved, as well as the timeliness, accuracy, and completeness of accomplishing assigned goals.

Minimum Qualifications:

Education: A Bachelor's Degree in a human service field or rehabilitative services is required.

Experience: Two years' experience with employment programs and experience in the field of substance use and recovery are beneficial.

  • Must be able to work with clients that have poor social skills, suffer from mental illness, and have substance use and mental health issues.


  • Ability to perform job dutieswith minimal supervision and work effectively as a part of the Social Ministries team


  • Problem solving and conflict resolution skills


  • Demonstrate professional boundaries,attitudeand conduct.


  • Ability toprovideconsistency and structure for shelter program participants


  • Competent in use of computer andpossessthe ability to learn related software asrequired


  • Audio and visual acuity needed for the supervision of clients and security system


  • Ability tomaintainconfidentiality of client information, including HIPPA requirements


  • Assistwith client transportation as needed


  • Capacityto treat all individuals with dignity and respect



Supervisory Responsibility: None

Physical Requirements: Physical requirements include speaking, hearing and vision; manual dexterity; bending, squatting, standing and walking; sitting for extended periods lifting, pulling and pushing of materials up to 25 pounds. Reasonable accommodation may be made to enable individuals to perform the essential functions of this job.

Travel: None

Driving: Driving is required; employee must possess a valid driver's license from the state of residence; must be approved through The Salvation Army Fleet Safety Program to drive a Salvation Army on Salvation Army business including a 12-passenger van.

Working Conditions: The work environment for this position includes an office environment with a medium to high noise level.
