is hiring an experienced Sr. Contracts Specialist- Lead to join our expanding firm. This position provides the opportunity for significant client interaction by learning the client's business and becoming a trusted advisor. Ideal candidates will demonstrate versatility in understanding and performing work related to Federal Government Contract Management, including pre-award and post-award acquisition and contract management support. This position is remote. However, at any time this could become a hybrid/in-person position, with office locations in Washington DC and Kansas City MO.
Duties and Responsibilities:
- Employ contracting subject matter expertise to assist Branch Managers and Contract Officer Representatives (COR) in the execution and oversight of acquisition portfolios, complete all assigned Fiscal Year (FY) requisitions.
- Provides acquisition support for pre-award and post-award contract actions, and the full range of contract administration support to procure and administer contracts, with an emphasis on Service Contracts.
- Aids acquiring organizations in performing market research, reviewing specifications and statements of work, and commenting on acquisition milestone plans
- Ensures that specifications and statements of work (SOW's) and/or Performance Work Statements (PWS) are prepared in a manner which adequately describes the client's requirements without restricting competition.
- Lead transformation of contract award reporting to DISC Office of the Chief Information Officer (OCIO) Chief and provide quarterly execution progress reports to track award progress against planned requirements.
- Develop new reporting formats and generate weekly reports for senior leadership analysis.
- Complete updates to the Fiscal Year (FY) Acquisition Tracker and perform a full spectrum, end-of-year review of the branch FY Acquisition Tracking Tool.
- Spearheads spend plan requirements validation effort for 1st- 4th quarters, research, validate, and upload contract documents for contract renewal requirements.
- Develop branch execution quad charts for DISC ACIO and other members of senior leadership.
- Review reports for year-end resolution of Unliquidated Obligations (ULO), research/process assigned ULO actions and distribute Release of Claims notifications to vendors.
- Submit FY renewals for budget approval to the Procurement Operations Division (POD) using the Acquisition Approval Request (AAR).
Required Qualifications:
- Bachelor's Degree or higher (no substitutions)
- 12+ years total work experience
- 8 to 10 years of prior federal government contracting experience
DesiredQualifications:
- Expertise in federal government contracting principles and procedures applicable to pre-award and post-award actions including compliance with complex FAR requirements sufficient to provide advice on the award and administration of contracts for services and supplies.
- Skills in interpreting and applying procurement guidelines, policies, and procedures to support the development of procurement and contract documents and reports.
- Federal Acquisition Regulations, contract law, and procedures knowledge applicable to acquisition and contract administration including change orders, supplemental agreements, terminations, claims, and close out of contracts.
- Knowledge of various types of contracts and contract methods to include simplified acquisitions, sealed bidding, negotiations, cost sharing, multiple awards, commercial items and special provisions.
- Ability to write reports and correspondence in clear, concise language and in appropriate form and style; to make oral presentations; and to meet and deal effectively with co-workers.
- Federal Acquisition Certification a plus.
SALARY RANGE: $87,000 - $102,500
