Education and Work Experience:
* Minimum BA Degree preferred in Social Work or related field and/or 2 years of experience in three (3) or more of the following fields: human services, office management, staff supervision, operational finance management, crisis management, case management.
* Documented training related to serving people experiencing homelessness.
* Documented management and operations experience.
* Documented experience with public contact and/or in customer service.

Scope of Position:
The Site Manager is responsible for the onsite operations and management of the Safe Park Village and ensuring that program services and client / participant needs are identified, met, and maintained in a way that complies with both internal and external policies, procedures, and mandates.

The Site Manager is responsible for coordinating daily on-site activity including referrals for potential program intake and will coordinate and provide supervision of daily front line staffing i.e., site aides, custodian, and volunteers. Position will support contract compliance and program outcomes and objectives while ensuring overall safety of facilities operations, program policies and procedures, volunteers, assigned staff, and clients.

Knowledge, Skills, and Abilities Required:
* Microsoft Word, Excel, and Outlook required. Microsoft PowerPoint, helpful.
* Working knowledge of integrated database applications and ability to use new software programs with basic training. Must be courteous and respectful to teammates and donors.
* Must be competent with HMIS entries and reporting.
* Must be congenial and able to work with difficult individuals.

Licenses and Certifications Required: Driver's license. trauma informed care, assertive engagement, first aid and CPR; non-violent crisis intervention; peer support; heat illness prevention; safe driving; rent well; community warehouse escort; civil right training; bloodborne pathogens training; de-escalation training.

Essential Duties and Responsibilities:
* Lead site for program compliance with City contracts, including shelter capacity requirements.
* Uphold program policies and procedures in collaboration with the Program Manager.
* Primary point of contact for all community meetings and committees related to the on-site program(s).
* Participate in hiring decisions, evaluate staff performance, and make recommendations to the Program Manager as applicable.
* Provide support to program staff during and after an emergency. Ensure all applicable stated program emergency protocols are complied with. Contact Executive Director and Program Manager and provide detailed information regarding the critical events.
* Interact with local community to foster positive relationships.
* Participate in professional, community, and government committees and activities as identified.
* Attend staff meetings as required.
* Ability and willingness to understand and fully comply with mandatory reporting requirements and laws pertaining to vulnerable adults and children.
* Supervise daily physical operations of the facility and grounds, including client, staff and visitor safety, cleanliness, and minor/major repairs.
* Ensure timely reporting regarding any damage to physical structures or other maintenance concerns, as well as regular communication regarding logistical and material supports needed (utilities, garbage and sanitation services, fencing, other infrastructure needs).
* Coordinate ordering of supplies and maintain and track facility supply inventory.
* Collaborate with the team for food service delivery and service to clients.
* Conduct periodic walking inspections of site, for the purpose of identifying and initiating appropriate action (correction, reporting, etc.) of hazards, inappropriate behavior, needed repairs, or other notable condition.
* Collaborate with Resource Navigators to case manage participants.
* Keep a detailed log and report activities on site.
* Respond to emergency situations that may arise, making independent decisions within policy guidelines.
* Provide crisis intervention and institute security procedures should a critical or threatening situation arise.
* Provide timely and appropriate notification to police, fire, emergency medical and supervisory authorities.
* Assist with the orientation and training of new staff, volunteers, and interns.
* Participate in staff meetings. Generate reports, as needed.
* Maintain file records and required forms and reports in prescribed format.

Physical Requirements:
* Sit, walk, stand, bend, squat, climb, kneel, and twist on an intermittent or continuous basis.
* Grasp, push, pull objects such as files, file cabinets drawers, and reach overhead.
* Operate a desktop or laptop computer. Operate telephone.
* Lift and carry up to 25 lbs.
* Must be able to drive a motor vehicle.

Working Conditions:
* Work in all types of weather conditions.
* Works on many projects at once in a semi-open office environment with interruptions and noises from voices, telephones, printers.

Miscellaneous:
The Salvation Army does have a dress code that includes professional dress which is appropriate to the work environment and reflects well on the organization.
