About the Opportunity
The Deputy Director for Finance will report to the SEAA Chief Financial Officer and will: Oversee monthly reconciliation of system databases, general and subsidiary ledgers, lender activities, and bond accounts. Preparation of internal and external monthly, quarterly, and annual management reports including the Annual Comprehensive Financial Report (ACFR) and the annual audited financial statements. The Authority administers over 30 different programs and receives more than $500 million in funding from the General Assembly annually. The Authority oversees over $4.5 billion of assets. Perform financial analysis and make recommendations regarding SEAA financial activities, including analyzing and forecasting revenues, expenditures and financial obligations for cash management as well as annual and long-term budget planning.
Understand and monitor financial and accounting policies and procedures, including Generally Accepted Accounting Principles (GAAP); Governmental Accounting Standards Board (GASB) pronouncements; federal and State statutory and regulatory accounting and financial reporting requirements; and UNC System Office requirements. Make recommendations to the Director regarding their applicability to SEAA programs and accounts. Advise SEAA Program Managers and College Foundation, Inc. (CFI) business partner managers on financial and budget management. Represent the Authority as needed in interactions with SEAA and University management and staff, lender business partners, representatives of State and federal agencies, auditors, bond trustees and advisors. Collaborates with colleagues at SEAA, UNC System Office and other business partners.

This position is expected to work on-site at least three days per week and may be eligible for a hybrid work arrangement, consistent with System Office policy. North Carolina State Education Assistance Authority (NCSEAA) employees are generally required to reside in North Carolina, within a 2-hour commuting distance of their assigned duty station.

The North Carolina State Education Assistance Authority (NCSEAA), an agency of the State of North Carolina, is authorized by the General Assembly to plan, finance and administer student financial assistance programs of a statewide or inter-institutional nature. It serves students attending public and private two- and four-year colleges and universities in North Carolina, as well as families of students attending nonpublic K-12 schools.

About the Team
The Financial Services Division manages the Authority's financial functions, program review oversight, and mail and scanning processes.

Minimum Education, Experience, and Skills
Masters with 2+ yrs supervisory experience and 7+ years of relevant experience; or Bachelors with 4+ yrs supervisory experience and 7+ years of relevant experience

Preferred Education, Experience, and Skills
Certified Public Accountant (CPA) or CPA candidate preferred. Management-level work experience in banking, finance or student loan administration preferred. General ledger knowledge and financial statement experience preferred. Experience with PeopleSoft preferred.
