Type: Full Time Location: Hurlburt Field - 505 Test and Training Group (TTG) and 705 Training Squadron (TRS) Overtime Exempt: No Reports To: ARMADA HQ Security Clearance Required: TS/SCI The Physical Security Specialist provides direct support and assistance in the day-to-day physical, personnel, industrial, and information security of the customer facilities and all classified and collateral activities held within and provides guidance and assistance to assigned personnel, subordinate units, and visitors when necessary. Duties & Responsibilities: Physical Security Specialist (50%)
- Facility Accreditation. The Physical Security Specialist ensures SCI Facilities (SCIFs), Special Access Program Facilities (SAPFs), collateral controlled/open storage areas, and Temporary Secure Working Areas (TSWA) comply with the physical security standards outlined in Intelligence Community Directive (ICD) 705, DoD Manual 5205.07 Volume 3, and/or all other applicable directives and established host base policies.
- The Physical Security Specialist develops and maintains comprehensive EAPs to establish procedures and outline responsibilities of assigned personnel for safeguarding classified information during an emergency situation.
- Facility Access. Provide oversight of entry control into secure facilities by controlling the movement of permanent party, students and visitors via electronic security systems and performing escort duties, as necessary. Staff applicable SCI facilities, verify credentials of personnel entering the facility, match visit requests / student rosters and issue access badges as appropriate.
- Visitor Access. Perform access verification of all visitors and ensure current facility occupants are cognizant of each visitor's access prior to allowing entrance into the facility in accordance with established local procedures.
- Random Entry / Exit Inspections. Perform and document random inspections of all hand carried items being brought into or removed from the SCIF or controlled area to prevent the introduction of prohibited items into the facility and unauthorized removal of classified information.
- End-of-Day Security Check. Prepare, perform and document end-of-day security checks in accordance with established directives and local procedures, as required.
- Door / Safe Combination. Ensure the combination of each door and safe lock is changed in accordance with procedures identified in applicable policy directives and outlined in the facility's security SOP. As a minimum, change all door and safe combinations every twelve months; a record of each combination shall be stored in a facility of equal or greater classification / accreditation.
- Facility Access Control / Alarm System. Implement, manage, and maintain the systems, processes and procedures to ensure U.S. Government information and assets are protected throughout the Wing. This includes SCIF automated access control systems, alarm systems, badge systems and electronic access listings.
- Alarm Activation Response. Shall be listed on alarm response lists (which includes 24-hour and / or after hour response) for alarm activations, facility security issues and confirmation of alarm system operation after power failure.
- Controlled Area / Facility Inspections. As a minimum, conduct monthly random inspections inside and around the exterior of Controlled Areas; and confiscate, document and dispose of prohibited items brought into the facility.
- Technical Security. Assist in the implementation of the Technical Security program in conjunction with the host base IA office and AF Office of Special Investigations.
- Closed Circuit Television System. Monitor the closed-circuit television system during daily and / or emergency situations to facilitate safety and security of personnel and resources.
- Anti-terrorism / Force Protection (AT / FP). Support AT / FP manager's program at unit level within the SCIF.
- Fixed Facility SCIF Construction. Provide construction and facility access security management for fixed facility SCIF construction as required.
- Maintain Applicable Documentation. Maintain all applicable documentation to include accreditation, inspection, visitor, access, Intrusion Detection System, etc. for compliance validation.
Security Management (50%)
- Security Management. Provide direct support and assistance in day-to-day administration and oversight responsibilities of all classified activities. The contractor shall assist in the development and implementation of local policies and procedures in accordance with applicable directives, to include overall security management and guidance to the Wing, subordinate units, and supported units involved in SAP, SCI, and collateral classified activities.
- SOPs and OIs. Develop and maintain comprehensive SOPs and OIs outlining the security policies and guidance for conducting SAP, SCI, ACCM and collateral classified activities
- Self-Reviews. Perform comprehensive annual or semiannual self-reviews, as applicable, for STO, CW, AF SAP, SCI, ACCM and collateral security programs using the appropriate inspection checklists provided by the respective program's CSA and / or policy directives.
- Security Incidents. Identify, report, investigate (if applicable) and document security incidents (violations, infractions and inadvertent disclosures) of 505 CCW and / or subordinate units SAP, SCI, ACCM and collateral classified activities in accordance with the provisions outlined in applicable security policy directives.
- Continuity Books. Develop and maintain comprehensive continuity books identifying points of contact, outlining guidance and procedures, and providing specific examples for executing the following security mission areas, as applicable: information security, personnel security, physical security, information systems security, COMSEC, OPSEC, industrial security, foreign disclosure, SETA, and systems administration.
- Exercise / Event /Test Support. Assist in scheduling resources, manning, and planning required to support Wing-sponsored / hosted exercises and events. Attend planning conferences and meetings, participate in security site surveys, and interface with host-base offices to acquire support for event security.
- USM Handbooks Documents, and Records. Ensure USM Handbooks contain all required information in accordance with local policy, and documents and records are readily accessible during security inspections.
- Other duties as assigned
Knowledge, Skills, and Abilities (KSAs):
- Ability to work as a team member, communicate, perform office functions and use office tools, customer focused and deliver exceptional performance.
- Skills in physical security and security management.
- Skilled in developing and maintaining comprehensive physical security SOPs and OIs outlining the security policies and guidance for conducting SAP, SCI, and collateral classified activities.
- Skilled in developing and maintaining comprehensive continuity books identifying points of contact, outlining guidance and procedures, and providing specific examples for executing SAP and SCI physical security requirements.
- Ability to assist unit members and visitors in the proper classification and marking of all SAP, SCI and collateral information.
- Ability to update and maintain collateral SCI physical security education and training programs designed and tailored to the various Wing missions, as applicable.
- Knowledge of physical security standards outlined in Intelligence Community Directive (ICD) 705, DoD Manual 5205.07 Volume 3, and/or all other applicable directives.
Minimum/General Experience:
- 9 years relevant experience
Minimum Education:
- Bachelor's Degree or Equivalent.
