Deputy Program Manager

IEM is seeking an individual to fill the full-time role of Deputy Program Manager.

Primary Location:

  • Work location is within Hawai'i and local candidates will be given preference.
  • Candidates can originate from anywhere in the US only IF they are willing to relocate to Hawai'i for the project duration.

Travel Requirements:

  • This position will require work to be conducted onsite and may require work on weekends or in excess of 40 hours per week.
  • All interested candidates must be willing to work on site for the duration of each disaster assignment. Assignments typically may last up to 12 months with potential for extension.

Essential Functions:

  • Support the Program Manager in daily operations and all the roles and responsibilities listed for Program Management.
  • Direct and coordinate all daily activities related to operations and training, communications, scheduling, deliverables, staffing designation and evaluation, risk assessment, and management.
  • Contact and manage relations with officials for partner agencies and for subrecipients of potential subrecipients of the program.
  • Ensure review and compliance with all CDBG-DR regulatory and statutory requirements in coordination with the Regulatory Compliance Officer in the development and implementation of projects.
  • Act as the main point of contact with the program or its authorized representative.
  • Lead and coordinate to generate any deliverables required in a timely manner.
  • Oversee logistics management, ensuring that procedures are in place to align with the program's goals and objectives.
  • Oversee standards of performance, safety policies, and procedures, CDBG-DR compliance and adjust internal policies as necessary.
  • Direct human resources and management activities on the operational side of the programs and determine the staff needed to accomplish the operational tasks.
  • This is a fast-paced environment, and each position/candidate should expect to work within tight deadlines with accuracy and consistency.

Minimum Qualifications:

  • A bachelor's degree or higher education in Planning, Engineering, Architecture, Project Management, or a similar field.
  • Three (3) years of experience as a Program Manager, including at least two (2) years of experience with federally funded programs or project management.
  • Excellent verbal and written communication skills
  • Working locally in the state of Hawai'i

Preferred Qualifications:

  • Project Management Professional (PMP) Certification
  • Five (5) years' experience as a Program Manager with federally funded programs or project management experience.
