Primary Purpose: Leads Advanced Clean Technology's policy, strategy, and regulatory matters, in particular those related to energy storage, microgrids, distributed energy resources (DER), and clean fuels (e.g., hydrogen). Manage a group of subject matter experts and advisors who are responsible for regulatory proceedings and programs. Represent the company in matters relating to Advance Clean Technology deployments and programs such as energy storage, microgrids, DER, and clean fuels (e.g., hydrogen). Consults and collaborates with subject matter experts, including business, financial, and operational groups on strategy and to ensure policy alignment and consistency across SDG&E business units. Duties and Responsibilities:
- Leads Advanced Clean Technology's policy, strategy, and regulatory matters, in particular those related to energy storage, microgrids, distributed energy resources (DER), and clean fuels (e.g., hydrogen). Manages a group of subject matter experts and advisors who are responsible for regulatory proceedings and programs, including overall management of SDG&E's applications, filings, and programs, including Advanced Clean Technology's GRC testimony (Clean Energy Innovations). Represents SDG&E in regulatory and/or legislative proceedings at the CPUC, CEC, FERC, CA Legislature, DOE, local government, etc. Consults and collaborates with subject matter experts, including business, financial, and operational groups on strategy and to ensure policy alignment and consistency across SDG&E business units. Organizes corporate-wide case teams and ensure consistent management in various policy proceedings. Ensures policy consistency across SDG&E.
- Represents the company in matters relating to Advanced Clean Technology deployment such as energy storage, microgrids, DER, and clean fuels (e.g., hydrogen). Speaks and partners with public forums to promote SDG&E's policy positions. Maintains ongoing relations with parties that routinely participate in advance clean technology policy proceedings. The public outreach may be national, state and local. Coordinates with External Affairs, Regulatory Affairs, and engineering functions to ensure consistent policy on advance clean technology issues. Provides presentations to utility stakeholders, and executives on policy and regulatory issues/programs. Maintains ongoing relations with parties that routinely intervene in energy proceedings. Provides information/guidance to others in leadership positions regarding SDG&E advance clean technology policy, strategies, and projects.
- Leads and partners with various policy managers (FERC, CPUC, etc.) to ensure consistent development of regulatory strategy and tactics to be pursued in Advanced Clean Technology proceedings. This includes providing input and advise to managed employees as to: establishing the case plan and schedule; preparation of all case materials including applications, petitions, comments, discovery responses, motions, testimony and exhibits; informs necessary personnel of case progress and major issues or problems; ensures that all work proceeds on schedule and complies with the case team's agreed upon objectives; builds coalitions and solicits support from other utilities and interested parties; analyzes and summarizes intervening parties' positions and pleadings; negotiates any settlement agreements or stipulations; oversees any staff or outside audits to be conducted; informs affected personnel of actions called for in agency decisions or rulings; working with the analysis and tariff groups, ensure that the necessary steps are taken to implement all regulatory requirements established as a result of the case.
- Identifies opportunities and threats to business goals, and develop strategies and policy objectives to align with SDG&E's goals.
- Identifies and documents inter-dependencies between evolving state policies/objectives for advance technology.
- Manages a team of SMEs and technology advisors.
- Performs other duties as assigned (no more than 5% of duties).
Hybrid Schedule:
- Although the schedule may vary, typically this will allow the employee to work onsite three days per week and remotely on the remaining workdays.
- Must reside in Southern California or be willing to relocate upon hire.
Required Qualifications:
- Bachelor's Degree Economics, Business, Accounting, Political Science, Law, Public Policy or related or equivalent training and/or experience.
- 8 years experience in the energy industry and in policy-related areas.
- 1 year experience leading or directly supervising employees and handling all aspects of employee management including performance management, training and development.
- Expert understanding of the key regulatory, legislative and competitive issues facing SDG&E and its business units. Thorough knowledge of all aspects of the state and/or federal regulatory process.
- Ability to quickly grasp and respond to complex regulatory and political issues.
- Exceptional written and oral communication skills.
- Works well with others as part of a team environment.
- Positively influences others and gains their respect, cooperation and support.
- May require travel within and outside the service territory such as California Public Utilities Commission (CPUC), California Energy Commission (CEC) and other locations.
Preferred Qualifications:
- Master's Degree MBA, JD or advanced degree.
- Exceptional project management and organizational skills (deadline oriented).
