Job Summary and Responsibilities

Summary: The Sr Manager OSP Construction directly manages and oversees all aspects of multiple OSP construction and maintenance programs, within the assigned geographic or customer territory, from conception to completion. The Senior CM is responsible for the larger and more complex projects. This role will be responsible for utilizing expertise in construction management to develop strategies in order to effectively build, manage, deploy and operate a large-scale market and/or region and meet financial metrics. This position will act as a role model for the rest of the team and may be responsible for managing other managers or supervisors of OSP Construction, and is responsible for overseeing performance of vendors.

ESSENTIAL DUTIES & RESPONSIBILITIES include the following. Other duties may be assigned:

  • Ensure the most economical and best construction practices are utilized
  • Track, review and approve closeout documents and general contractor change orders
  • Database and timeline updates to track adherence to project deadlines
  • Develop construction schedules and manage subcontractor partners to meet the expectation.
  • Plan, organize, and direct activities concerned with construction and maintenance of structures, facilities, and systems as part of overall OSP programs.
  • Prepare and submit performance requirements, material needs, timing information, budget estimates and other operational documents in support of Circet USA's proposals and quotes.
  • Maintain safe work environments, monitor safety process of contractors, compliance with regulations
  • Build, manage and motivate all members of the team
  • Support Program Manager or director by tracking project objectives, resource loading, and timelines as well as continuous improvement initiatives and oversee process improvement teams
  • Communicate project status reports to the customer and executive leadership team including risk assessments and mitigation plans
  • Manage daily calls and deliverables from multiple vendors to review projected forecasts for the day/week for construction starts, completions, and rejections
  • Monitor OSP construction progress, make adjustments necessary to meet deadlines, specifications, building codes, safety codes and other applicable regulations and input data for systems to prepare progress reports for internal and external use.
  • Investigate damage, accidents, emergencies and delays; determine and take action to mitigate impact.
  • Confer with employees, vendors, customers, owners, architects and design professionals to discuss and resolve matters such as work procedures, complaints, and construction problems.
  • Be familiar with Circet USA safety and quality programs and manage OSP construction programs according to applicable safety requirements.
  • Monitor programs to be sure site safety inspections are conducted and ensure safety and quality guidelines are followed by employees and vendors.
  • Regularly and continuously review the work progress for each OSP construction program.
  • Analyze, manage and mitigate risks.
  • Ensure quality construction standards and the use of proper construction techniques.
  • Hire full-time and temporary laborers and field technicians to contribute to each program.
  • Possess valid driver's license and reliable transportation.
  • Travel requirements vary by program, can be up to 50%.

QUALIFICATION REQUIREMENTS

EDUCATION, EXPERIENCE, and/or QUALIFICATIONS

  • Bachelor's Degree in Construction or Engineering preferred, or equivalent experience.
  • 10+ years of OSP Construction or relevant experience is required.
  • 5+ years of FTTH experience is required.
  • Prior management experience is required.
  • Ability to effectively and professionally communicate/report, verbally and written, internally as well as externally.
  • Ability to prioritize and facilitate multiple projects simultaneously, balance ongoing duties with several special projects and perform accurately and professionally under pressure with very short deadlines
  • Proven time management and organizational skills. Attention to details, Focus on Driving business decisions by Data is a key attribute.
  • Excellent communicator, communicating clearly and often with local as well as virtual environments on a national basis.
  • Driven to succeed, and able to work flexible hours and under pressure.
  • Independent work style and ability to thrive in a fast-paced, deadline-oriented environment
  • Exposure to fully integrated deployment platform solutions for organizing and managing projects, site scopes, supplies, deliverables, crew planning, closeouts, and invoicing is a big plus.

  • Must be able to demonstrate valid driver's license with acceptable driving record. Must be able to provide proof of insurance.
