Key Responsibilities:



  • Provide the Chief Talent Management Office (CTMO) with program management consulting services to align Talent Management Strategy objectives and ensure projects meet overarching Office of the Under Secretary of Defense for Personnel and Readiness (OUSD P&R) strategic goals.
  • Review emerging technologies in accordance with planned and current directives and regulations to maximize the effectiveness and efficiency of CTMO talent management initiatives.
  • Develop drafts of short and long term strategic planning and forecasting.
  • Identify improvements of current processes and change management.
  • Provide concept development and requirements analysis support
  • Apply technology insertion to evaluate return on investment for emerging technologies.
  • Advise the Government on risks and opportunities for increased efficiencies.
  • Monitor DoD/Federal financial guidance and ensure compliance initiatives.
  • Provide executive administrative support, including scheduling, travel coordination, and managing correspondence.
  • Develop and maintain financial forecasts and track costs by Contract Line Item Number (CLIN) and Technical Direction Letter (TDL).
  • Monitor and administer financial actions, including data entry for purchase requests and maintaining spend plan documentation.
  • Provide financial status reports and ensure compliance with DoD financial regulations.
  • Develop and deliver training and educational support to CTMO personnel and other stakeholders.
  • Create instructional materials and conduct training sessions as needed.


Basic Qualifications:



  • Bachelor's Degree in related field with 12 or more years of experience.
  • Experience coordinating large, complex projects and coordinating with multiple stakeholders.
  • Experience in developing and implementing quality control and quality assurance programs.
  • Experience working with the Department of Defense or other government agencies.
  • Experience in talent management and strategic planning.
  • Proven experience in managing large-scale projects and leading cross-functional teams.
  • Strong understanding of talent management processes and strategies.
  • Experience in financial management and budgeting.
  • Familiarity with quality control and risk management strategies.
  • Proficiency in Microsoft Office suite of applications.
  • Ability to handle sensitive information with discretion and maintain confidentiality.
  • Ability to work collaboratively with diverse teams and interact effectively with individuals at all levels of the organization.
  • Possession of excellent communication, problem solving and client service skills.
  • US Citizenship and possess an active US Government Secret Clearance with ability to maintain the security clearance.
  • Ability to obtain and maintain a Common Access Card (CAC).


Preferred Qualifications:



  • Master's Degree or PhD in related field.
  • Project Management Professional (PMP) certification.
  • Six Sigma or other quality management certification
  • Experience in organizational transformation and change management.
